
The extremely brutal handling of Zubair Zubayraev prisoned in Volgograd colonies attracted public attention. At a press conference in the independent press center of Malik Zubayraev, who returned from a date with his brother, and accompanying her on the trip, the Chechen public activist Imran Ejiev spoke about the brutal torture that this person undergoes in captivity. Lev Ponomarev and Svetlana Gannushkina announced the general problem of prisoners of Chechens and Ingush at the same time, many of whom suffer innocently.
However, wide publicity did not save Zubayra Zubayraev from new torment. At the end of last week, one of the prisoners of the colony phoned Malik in Chechnya and said that Zubayra was again beaten so that he could not get up, and in this state was thrown into a punishment cell.
Malika Zubayraeva, along with his wife Zubayra, went to Volgograd. Despite the fact that according to the schedule, he was already laid down for a long date, his relatives were refused, saying that the prisoner was punished and was in an intra -lager prison.
On March 3, Malika came to the colony with a lawyer, who hardly achieved a meeting with the client. He said that on February 18 and 24, the colony officers again severely beat Zubayra, on the left on his face was a big bruise, the whistling part is swollen. Legs bleed. Earlier, when Zabayraev’s beaten, the cranial cup was knocked out, and he walks with great difficulty, leaning on a cane. On February 18, Zubayra was put in a penalty area - supposedly for the illegal storage of analgin tablets. The prisoner himself claims that this is a mistake, he had no tablets. (One way or another, the storage of analgin is generally not a disciplinary violation.)
Before meeting with a lawyer, Zubayraev was released from the Kardzer, but they immediately announced that he was placed alone for a year and he was not supposed to have a date with relatives.
On the same day, Malika Zubayraeva tried to talk to the colony doctor, but he did not even stop for conversation, went into the office and closed the key.
The torment of Zubayra Zubayraev has been lasting two years. Meanwhile, his guilt and validity of his condemnation are more than doubtful.
Zubair was born and raised in the village of Tolstoy-Yurt near Grozny. He was the fifth child in the family, the only boy among the sisters - four elders and one youngest. When he was 14 years old, the family suffered a family: his father died in a disaster. It was in 1992, even before all wars. The mother was left alone with six children, and the teenager Zubair was the only man in the house. The support of Mother Vdov and sisters, Zubair did not have the opportunity to get a good education and, from a young age, earned his family as he could. He mastered a carpentry business, learned to repair cars.
The first Chechen war of Tolstoy-Yurt hardly affected. The family continued to engage in peasant labor, the older sisters got married, the youngest studied at school. The second war brought to the village both bombing and “cleansing”, however, the part of the village in which the Zubayraevs lived had less destruction: in the house only the glass was knocked out by an explosive wave and the plaster flew around in places. At Zubayra, refugees from Grozny found a shelter. Zubaire, as before, did not touch the weapon, but his family took part in anti -war promotions and pickets.
When life in Chechnya began to improve, and the regime was obviously tougher in someone’s sore head to help refugees and anti-war protests gave rise to suspicion: is there any assistants to the militants? Although everyone knew that the shelter at Zubayr was found by peaceful people, and the Chechens and the Russians, that Zubair simply could not leave the kindness of sincere without the help of those who were in trouble.
Zubair began to say that he fell into "black lists". Knowing how men who were taken by unknown in masks disappear, relatives insisted that Zubair leave. In 2004, together with his wife Madina, he went to Austria, where they had relatives. A son was born in Vienna at Zubaire and Madina. As if life had settled. But I was tormented by longing for my homeland, I wanted to return. And when Zubair found out that the mother had an oncological disease and it was necessary to take it out for treatment, he forgot about everything, took his wife and little son and came to Chechnya. In exile, he spent hardly a year.
Zubair drove his mother for treatment to Volgograd or Rostov. Huge efforts managed to put her on her feet, bring her home. And on February 23, 2007, on a mourning day for the Chechen people, Zubair went missing. The family survived the painful three months of unknown and anxiety. Finally, the sisters found him in the investigative insulator of the formidable. In early June, they first got a date. Zubair told them that he had stipulated himself under cruel torture.
At the trial, all evidence was made in favor of Zubayr, however, the Supreme Court of the Chechen Republic sentenced him to 5 years in prison on charges of encroachment on the life of a law enforcement officer (Article 317 of the Criminal Code) and storage of weapons (Article 222). Specifically, an episode was charged with him when several people familiar to Zubaire arranged an explosion from whom no one was injured. Zubair had nothing to do with this explosion.
From Chechnya Zubayraev was transferred to the 25th colony of the Volgograd region (the village of Frolovo), where his unthinkable tests began. The colony officers in masks entered the camera where he was located and beat him until the loss of consciousness. Blows on the head were applied with plastic bottles filled with water. The muscles of the legs were pierced with iron pins, as a result of which Tosubayra had deep wounds that fester and do not heal to this day. Strong pains appeared in the heart, kidneys and liver, head injuries led to regular attacks with the loss of consciousness.
The efforts of the relatives of Zubayraev were transferred to another colony, IK-9, from there he was soon transferred to Liu-15, a hospital colony. I must say that before the arrest of Zubair was a strong guy with excellent health. Now he has become a disabled person in need of serious medical care. But even in this (therapeutic!) Colony of Zubai, they continued to beat.
In the summer of 2008, the LIU-15 administration provided relatives with the condition that they would persuade Zubayra to sign the paper that he did not apply physical impact measures that the colonies of the IK-25 and Liu-15 did not beat it. The sister was shocked when she saw her brother. On his head was a large hematoma, his face very swollen, completely swimming eyes. He could not move independently, could not see anything, he recognized his relatives only by his voices, and when he opened his swimming eyelid with his hand, blood flowed from the eyeball.
Despite intimidation and threats, Malik began to apply to human rights organizations and official instances. A commission came with the audit, which was attended by a representative of the Commissioner for Human Rights on Volgograd, a video was conducted. However, materials and records followed the supervisory authority of the prosecutor's office, where they disappeared to no avail.
The unthinkable cruelty of the colony officers in relation to Zubayraev is explained, I think, the persistent character of this person. He is not silent that he is beaten. He complains. And they say to him: you will complain - kill. And he reports about this, not fearing. He tells the representatives of the public to visiting him, who beat him, calls their names. So, the head of the colony Liu-15 himself hit him, already crippled and patient, with his foot in his face and broke his nose septum.
And the authorities hope to intimidate him, he is beaten again and again in the hope that he will finally shut up, cease to complain, refuse his testimony. They are accustomed that it is easy to intimidate a person, they do not believe that someone cannot be broken.
They threaten not only him, but also the sisters. They demand that they stop complaining. Malika Zubayraeva was threatened by the head of the colony and his deputies, and even the head of the Federal Penitentiary Service for Volgograd when she came complainations to him. And Zubaire himself says that sisters may have "problems." And they invariably answer calls about the state of Zubayraev that he beats himself, he inflicts injuries himself.
Relatives of Zubayraev are recommended to buy and transfer to the medical unit of the colony of expensive medicines, which they do. However, apparently, it is practically not treated. During his stay in the therapeutic colony, Zubaire's health did not improve, but worsened. The wounds on the legs still do not heal, they are festering, dressings do not change for weeks. Doctors were recognized as relatives on previous dates that Zabayra's health is really in serious danger.
Zubayraeva must be transferred to a civilian clinic or to the Gaaz prison hospital in St. Petersburg. He needs tomography of the brain, examination by specialists. He needs the programs laid down according to the law, dates with relatives. The conditions of detention are necessary in accordance with the law, without screams, threats and beatings, without constant causeless conclusions in a punishment cell, where it is cold, hungry and damp.
But Zubayraev is still in the hands of people, from whom he repeatedly heard: "You won’t leave here alive!"
Zubair Zubayraev has two young children, a seriously ill mother. Reviews about Zubayra of his relatives and friends cause only sympathy. He could calmly live in Vienna and be prosperous and happy. But he returned to his land. He was not one of those who could be happy away from his land, which remained in trouble, from his relatives and friends. Zubair is kind, responsive, fair. A caring father, a good husband, the support of an elderly mother. He does not have a place in prison at all, his case needs to be reviewed, stopped, justified by the lack of corpus delicti.
The law in Russia works poorly, and even more so in Chechnya. Many young people in Chechnya were arrested and convicted without any look at the law: they were taken unknown in masks without a resolution on arrest, taken to the investigative insulator after severe torture, condemned as well and unprovenly. In the colonies where they get, in the middle lane of Russia, and in its north and in Siberia, people who conquered in Chechnya are often among the bosses. Some of them do not consider it shameful all the accumulated anger and hatred to clean the Chechens at their disposal.
The prisoners are already humiliated and powerless, not much where the law is fulfilled in relation to them. Our so -called law enforcement agencies do not complain to the Caucasians - what is they in the places of imprisonment! But the fate of Zubayra Zubayraev is a case out of the ordinary. And if today people of goodwill will not extend the hand of help, then Zubaire will not have a chance to survive and return to the family.
