It is essentially impossible to transfer military objects to the ownership of municipalities with funds for their maintenance.
Medvedev was clearly put in place. He replied that he sent paper to the government with a justification for refusing to approve the methodology. I must say that, despite the numerous crisis situations - the war with Georgia, the sabotage by the general of military reform, the scandal with paratroopers - all four years of the Medvedev presidency between him and Serdyukov did not arise any conflicts.
