Sergei Ivanov decided to protect Russian officers. At the initiative of the Minister of Defense of the Russian Federation, a directive was issued according to which commanders who promptly report the crimes of their subordinates will not be held accountable for these crimes. In addition, Ivanov demanded that the activities of commanders in maintaining military discipline be assessed not by the number of offenses in the military unit, but by strict compliance with laws and military regulations, the full use of disciplinary power and the fulfillment of duties.
