I was surprised by the reaction in the press in a thorough interview with Mr. Surkov, published by the Vedomosti newspaper respected not only by me. For some reason, he was accepted for a story about the plans of the Russian authorities for the construction of the Russian “Silicon Valley” as part of the implementation of the ambitious ideas of the authorities to create an innovative economy in our country. I, as it were to say more divided, are not sure of that. It seems to me that the task of Surkov was different. Therefore, I took on not a very pleasant work - to comment on this interview.
First, I will explain why the innovative economy and the creation of a creative reservation for scientists have nothing to do with the case. The first reason - recently, the information space has been overloaded with a discussion of all kinds of authorities. Plans of majestic, decorated with many high -pairing, in places of tile, at times bewitching words. The president began. Then everyone rushed to discuss Incor's report. Now Surkov - everyone rushed to discuss the interview.
All these “events” have one common property - extreme irrelevant. We are constructed a virtual space under a common legend, which can be assigned the term “modernization”, although it would be possible to use another - not in the term business. And we, including myself, enthusiastically join this game. A gorgeous picture is destroyed by the appearance of a Surkov interview. It was not necessary for him to do this ... If not for an interview, I might not have written this article.
When you, readers, you, my colleagues, enthusiastically discuss the plots thrown to you, just remember what is actually happening in Russia, in our country. Remember about the constant mass zombies and molestation of our fellow citizens with the help of the media controlled by the authorities. Remember about unprecedented corruption that our story did not know, and she knew a lot. Remember about the uncontrolled police lawlessness throughout the country, about torture in prisons and police areas ... Yes, you yourself will remember what to list. Do not forget to take into account that this is happening for a long time, and the authorities are not able to cope with this. Many of you yourself will recall many examples of complete power of power in all, except for two plots: theft and self -defense. Remember the burning Caucasus. Remember the destruction of federalism, separation of powers, political competition. About the failed administrative reform, about the anecdotic struggle against corruption.
And also remember how the Soviet Union broke up. He was also poisoned by an oil drug. His economy was also primitive, and the discontent of citizens was restrained by import. His bureaucracy was also corrupted, although they are far from the present. The Brezhnev regime, like the current one, supported the loyalty of the bureaucracy by indulgence for permissiveness. But here they are far from the Putin regime. Well, what the Soviet Union finished, it is not necessary to remind. And now, dear readers and colleagues, try to honestly answer yourself the following question: that, the current regime is stronger, stronger, more experienced by the Soviet? And now the last test: also frankly answer yourself two questions. First: What are the prospects of this regime? The second question related to the obvious answer to the first: what are the prospects of our country?
Just be honest with yourself. And then it will become clear: in Russia now there are only two really relevant tasks. The first is how to save Russian citizens from this power. The second is how to save the country itself from the same government. Both we and the country have a common problem - survival. But we can’t think about it! It is deadly! Not for us - for them. Therefore, we all discuss any pink-acid nonsense together.
I would not write all this if it were not for the Surkov interview. It turned out to be useful in that it complemented and formed the overall picture with its frankness, unsuccessfully disguised as uncomplicated cunning. This is like a lover who tells about her love half an hour, and at the end he asks for a new fur coat. Let's look at the interview together. Structure: eighty percent of the Potemkin innovative villages, and at the end - the essence and purpose (fur coat).
First about the village. In random order.
First. The strategy for the construction of an innovative economy offered to us focuses on business giants. So in life does not happen. Giants are useful when it is necessary to master new markets for new products created by the search for scientists, and then proven by small and medium -sized businesses. When the strategy is focused on large business, two competing hypotheses occur. First: they do not understand what they are talking about. Second: they have other goals. It doesn't matter to us which hypothesis is fair. It is important that in both cases the result promised to us is unattainable.
Second. The reservation is supposed to lure foreign specialists and our specialists who have long and successfully working outside the homeland. Talk to them and ask yourself: what kind of Rozhna will they go? What has changed from the moment they decided to leave? And in which direction? Those who are seduced will have to sit behind the fence. Otherwise, they will face what we are faced with. Imagine the first case of beating a scientist with cops. After all, not just smart will come. People with self -esteem will come, which prompted them to leave and which became natural for them. Do you know how our power reacts to manifestations of self -esteem?
Can an innovative economy work on a bunch of imported minds? We also need shots, their own. Do you know what is happening in our universities? Who is young people going to study? Does the topic need development?
And where to get qualified workers? They die out, but new ones do not appear. Also import? Or maybe it is better to import other officials? Similar questions arise in connection with any thesis that makes up a magnificent panorama drawn by Surkov in an interview. Just read yourself by applying a minimum of your own intellectual efforts and a slight dose of criticality.
Therefore, I will finish the main thing. An effective innovative economy is based, as experts say and write, on an excessive sentence of innovation. Only a small share of them forms future breakthroughs. This redundancy is based on the following grounds. The first is free universities that produce self -minded people. Such a task is not set in the current Russian educational standards (independently thinking are dangerous). The second is the freedom and the courage of a diverse search. It is possible, among other things, in the presence of a reliably working human right to the results of his work. He is not in the country. Third: we need an infrastructure for an instant creation of a business that masters new ideas. This requires cheap loans and confidence that if you success your business will not be stolen. Who dares to say that we see in the country at least some kind of rudiments of such conditions. But the main thing is freedom. It is she who provides a variety of search. But we will return to freedom.
So what is the conclusion? It is obvious: in the current conditions, with this regime, conversations about the creation of an innovative economy and “silicone valleys” can only have one meaning - creating virtual reality. And who is the best propagandist in our country? Right! Surkov! Now it’s clear why he is heading this project?
Well, now about the main thing. Do not blame me, here I will need quotes. I will go: quote and comment.
Surkov: “We have a school that teaches that political modernization, which means political licentiousness, is“ you can do everything, ”is the key to economic modernization ...”.
Satarov: I don't know about such a school. I repent, dark. This is me about the school, according to which political modernization is licentiousness and permissiveness. But not the point. After all, this says the official, rather solid in rank. An official of that power, who is glorious by his modesty and restraint. It is they who break on helicopters during hunting in rare animals. They live in the palaces in Rublevka. They wear cufflinks worth the annual salary of a doctor of physical and mathematical sciences. Continue yourself.
Surkov: “There is another concept that I adhere to. ... Some call it authoritarian modernization. I don't care, as they call it. ”
Satarov: Authoritarian modernization has been in the country for ten years. We see the fruits.
Surkov: "Spontaneous modernization is a cultural phenomenon (precisely cultural, not political), and it was achieved only in the Anglo -Saxon countries."
Satarov: Spontaneous modernization was made in the United States with the brains and hands of Germans, Jews, Chinese, Hindus ... and Anglo -Saxons, of course. They were simply in the conditions of such a political regime in which their ethnocultural and other differences were not significant. There are brains, there is freedom - there will be success.
Surkov: “The nineties in Russia showed: the splitting of society itself does not give birth to positive energy. Yes, it releases some energy, but what is it spent on and where does it lead? We saw that nothing happened in itself. ”
Satarov: As it were more delicate to say: error. I hope, conscientious. In the 90s, independent universities and modern people began to appear in the country. No wonder this independence is suppressed. Independent courts began to appear, and people began to use them. No wonder these ten years these independence destroyed. An independent and, importantly, effective business began to appear. From furniture factories loading their products to Italy to Yukos, which was looted and destroyed by authoritarian modernizers. After the August crisis of 1998, it was an independent business in a recordly short time that pulled the country out of his ass. They just didn’t bother him. There is no more free business in the country. But this was all energy, the one that is now not enough.
“Surkov:“ If you want to let the whole thing itself and wait until a new economic miracle will arise from their endless disputes, you will never wait, I guarantee you this. There will be an extraordinary variegation in parliament, the place for discussions will be everywhere - in the presidential administration, in the government. We all went through. When one official says one, the other - the other. Because one works for one corporation, and the other for competing. ”
Satarov: I specifically brought this tirade entirely, so that you yourself would make this cry of the soul. Especially touching about officials and corporations. What is called - with knowledge of the material. Of course, it is necessary in a different way: each official has its own business, and those who are more prosecuted have their own corporation.
Surkov: “If there is a discord, inflated and variety, if there is Ukrainization, it never occurred to anyone to invest and raise something in Russia. Under the noise and awe of the "freedom" the latter will be taken out. "
Satarov: Here it is, the first time broke through - Ukrainization. This is when you cannot influence the election results. And about “take out” - judge for yourself. Here the comments are unnecessary.
Surkov: “It seems to me that the main task of a democratic society is to protect people. Protect each other. Do not clap each other about and without, but to protect. ”
Satarov: This, of course, is about our policemen. And here it would be right away: where do the instructions for acceleration of rallies with riot police come from?
Surkov: “Fifty years in Japan, there was one party in power - was there no development? Yes, they developed so that we never dreamed. ”
Satarov: There is a bunch of nuances, starting with the fact that the Japanese live in Japan. And this is important. In Japan, bureaucracy is engaged in its own business, and its business. And one of the most important deeds of this bureaucracy is to help business, and not rob it. This is for the reason that in Japan business influenced the ruling party. And with us?
Surkov: “Or take Sweden: for 70 years there was one party in power. There is no development in Sweden? "
Satarov: How would it be softer? Treatment. And there would be no need to touch Sweden. It's a shame for her. In Sweden, a super -sitting civil society. And one of the officials would try to limit it ... And the officials are resigned there themselves, and not when they are convicted of corruption, but only they fall into a situation of conflict of interests. And the reason is simple: a strong and independent opposition.
Surkov: “... Unrestrained criticism of democratic institutions is a natural sign of democracy. This is not I said, but one famous European political scientist. If they criticize democracy in Russia, then it is. If there are protests, then there is democracy. There are no protest actions in totalitarian states. ”
Satarov: Oh, Surkov deceived an unknown political scientist. There are no unbridled criticism of democracy institutions. Politicians are criticized, this is true. Often unbridled, like Yeltsin. The wrong solutions are criticized, and the faithful also criticize. They also look for defects in the work of institutions, since ideal institutions in nature do not exist. And defects also criticize. But in Russia no one criticizes the institutions of democracy, except that Surkov himself and his “political scientists” himself. True, strangers criticize: American, Ukrainian, Yeltsin. And other critics do not criticize the institutions of democracy in Russia, the absence of such (institutions, not critics). As for rallies, they are equally a sign of democracy and evidence of its absence. Otherwise, the most democratic we will have to recognize the regime against which Stenka Razin rebelled. And in totalitarian regimes there are protest promotions, and what else. At some promotions, they shot, as in Novocherkassk, others were thrown out with bread, as in Kuibyshev. Again delusions.
Surkov: “The system must be adapted to a changing, complicated society. But this does not mean that we should refuse the system. It must be preserved. And do not let in what can destroy it. This system is not separated from the people, as it seems to someone, it is deeply rooted in social fabric. Anyone who wants to destroy it is socially dangerous. ”
Satarov: Here it was, again broke through: the main thing is to save the system, and who is not with us is socially dangerous. It is cooler than the Stalin "socially alien." It sounds terrible. But I am against the preservation of this system. And about its rooting in social tissue - here is inaccuracy. This is called differently: infection.
Surkov: “It is critical to maintain political stability. Stability does not mean stagnation, does not mean a stop. This is a development tool. Modernization will not work out of chaos. ”
Satarov: Here it is - again. And this is the most important thing: stability. This is a new word in science: stability as a development tool. A very short lecture for readers. Stability is never the cause of something. It is always a result, and the result is transient, otherwise there would be no development. Stability is of two types. First: institutional stability. This is the stability of basic principles and institutions of democracy, which, firstly, ensures the adaptability of these institutions themselves. And secondly, it retains the necessary measure of chaos, which ensures the search for new in civil society and its social work, in science and art, in business. This variety of search, born of fruitful chaos, provides development. And there is a second type of stability - non -intentional stability. This is an illusory, temporary, unstable stability, behind which there is a clique violence or inflated authority of the leader. This is not the stability of development, but the stability of the dead end. Question to backfill: what stability is surkov care about?
Surkov: “It is not a fact that Russia will survive the second attack of decay. Although in the same way it will not survive the lack of development. ”
Satarov: These are the last words in an interview with Mr. Surkov. And then I completely agree with him. Russia will not survive. No Yeltsin. There is no energy. Adaptive institutions were destroyed. And then not only I am in solidarity with Surkov, but he is with me, with the first part of this article. He simply pronounces the verdict. Fair. Sincerely. Thank you. Maybe this was the main thing in an interview?
And about the promised valley - forget. There will be no miracle. Not here. Not now. Yes, and there is not enough time.
