Currently, the Ministry of Education and Science begins the implementation of the project “Map of Russian Science”. This project raises a number of questions and certain fears that we believe must be brought to your attention.
1. Since the project is planned to be comprehensive: “To achieve its goals, the system must provide the maximum possible quality of data at their maximum possible coverage” (Slide 4 presentations “Project of the Creation of Russian Science” Installation meeting of the expert groups of the project ”, then there are concerns about the entry into this“ system ”of organizations and scientists that work on defense topics and in the field of double technologies. Information about work and even information about work and even in even work on work and even in the work of work and even More information about the connections, such institutions and scientists borders on the state secret, and it is not obvious that the creators of the “system” plan to somehow limit its “maximum possible coverage”, moreover, it is announced: “an unprecedented level of accuracy of data that will help ensure the appearance of Russian science for the international community.”
2. The question of double technologies in the development of scientists also remains open: all publications of the author, scientific unit, and the institute become available to any user. The system has the functionality “Building reports according to the specified parameters for scientists, organizations, scientific areas”, that is, you don’t even have to order anything - you should press a few buttons, and the organization’s report is saved on the computer. Such a situation may be the basis for initiating cases of involvement in the “illegal export of technologies” to scientists who want to give the most complete information about their works in accordance with the requirements of the Ministry of Education and Science.

3. The section of the system “The value of the project to increase the openness of the results of research activity” remained unsolved. I would like to understand: does it have a mechanism for the protection of scientific data that fall under the stamps?
4. The system created will take into account the articles of the authors, analyze co -authorship, as well as groups working on similar and complementary themes, that is, to do what, in the corresponding structures, there are entire analytical departments. Given the fact that the system is created by Russians and for the Russians the effectiveness of such an analysis will be higher. It seems that the system will be a valuable gift for appropriate foreign structures. I would like to understand the position of the FSB on this issue.
5. Based on the above considerations, it is obvious that if we consider the three main categories of scientists: fully involved in the defense theme of the Ministry of Defense, Rosatom, Roscosmos, etc., partially involved in this topic and completely excluded, calmly and safely (both for themselves and for the country's security) in this program can participate in this program. We can confidently say that this is not the most numerous and not the most qualified layer of the Russian scientific community. Note that the President of the Russian Federation V.V. Putin speaking at the General Assembly of the Russian Academy of Sciences in May 2012. He called on scientists of the Russian Academy of Sciences to more active participation in the work in the interests of Russia's defense capabilities. And if the former should certainly be excluded from the consideration by the system, the latter should neatly neatly tire their defense and double classes from the rest. At the same time, it is obvious that this is correctly impossible to do. These researchers, cautiously presenting to the map only part of their classes, a priori will lose by the status and effectiveness by scientists engaged exclusively by civilian themes. The first category will simply not fall into it. I would like to understand what organizational conclusions are supposed to be drawn from this project and whether this will lead to infringement of the rights of scientists related to the work to strengthen the defense capability of Russia.
