Moscow asked the Council of Europe to conduct a comparative analysis of existing bills in the field of non-governmental organizations in Council member states. The reason for the appeal was the appearance during the winter session of comments indicating that the Russian law on NGOs does not comply with CE standards. As the head of the international committee of the State Duma, Konstantin Kosachev, explained, the Council issued a negative verdict prematurely, without conducting a thorough examination of the document.
