If these amendments are adopted by parliament and supported by the president, then in the very near future the Russian Institute of Local Self -Government, under the Constitution, does not exist to the state authorities, will cease to exist - the head of the region will be able to deprive any of its local leaders of the main economic and financial functions. That is, in fact, mayors will become the appointment of governors.
Listen, by golly, they hold us for full idiots. Are our authorities really seriously believe that we will go to these municipal elections, so that then the leader we have chosen is under the full control of the appointment? (Oh, I know, there are many skeptics who will say: “We’ll still walk. And what? We went and nothing ...” But we’ll look.) In other words, the head of the region did not approve of the choice of the people and immediately spit on this very choice.
Why is it necessary, more or less clear. In fact, while the country preserved these last remnants of the civilized electoral system, the Putin vertical power looked somehow inaccurate. It seems all so smooth and brilliant, and at the very bottom something is disgusting. Well, now nothing is protruding - roughness was hewn.
These innovations do not carry any functional meaning in themselves - they simply redistributed powers. It is quite obvious that as a result of such a redistribution, managerial managers will only worsen. How many municipalities are there in our middle province? Hundreds, if not thousands. And for each trench in the courtyard, for every battery bursting in the winter is now responsible for the governor. (Which, note, is appointed president.) Is this necessary to the governor? The answer to this question only at first glance seems paradoxical: of course, it is necessary. Because in Russia, if you control something, then you are “sawing” it. Well, or at least you follow the right to “saw”. But they initiated this whole story, of course, no governors. They can now initiate anything in Russia. Of course, in the Kremlin, they came up with the destruction of local self -government. It is clear that on the eve of the next electoral cycle it is always useful to tighten control over the regions. But it seems to me that the main task is different.
All the last years, the Russian government has been the main goal on the ideological front has been the erosion of those rudiments of the constitutional consciousness that began to form after the fall of the communist regime. The cunning Kremlin strategists have long learned to ignore the country's basic law, not making any changes to it. Formally, no one canceled the governor’s elections. Just now, the heads of the regions are chosen by one person. But what! So with mayors. The election campaigns, polling stations, Veshnyaks, urns - everything remains in their places. Only with one small clarification - the people's chosen one is now controlled not by all people, but only one. "This is a direct violation of the Constitution !!!" - the opposition shouts. “Yes, fullness,” they respond in the Kremlin, “we just have a different interpretation of the Basic Law in different ways. And then, what to break the spears? We have a special organ for this. Come on, the Constitutional Court, fuck us everything as it should. ” “I am glad to try,” Zorkin replies with his comrades, and the KS interprets everything as it should.
To the cancellation of the governor's elections, the people reacted sluggishly. We can say, I did not react in any way. Now in the Kremlin they want to see if this number with mayors will pass. All the same skeptics vying will begin to assure us with what will pass, without a doubt. Even - whistle.
Here I have some doubts. The electoral shower is dark. For some reason, it is the Russian voter who is very reverent to the institute of local self-government. It is enough to recall that when in a number of regional centers (for example, in Voronezh), local lawmakers (again from the Kremlin’s presentation) decided to cancel the direct elections of the mayor, the people were terribly excited about this and even in some cases they were able to defend their constitutional law. So wait, see.
Generally speaking, all these trial balls are launched with a very specific purpose. In order to prepare Russian citizens for the most important thing, I would even say, the sacred moment in our recent history, when the current government will be forced to go to the radical screening of the Constitution, which will provide the ruling clan with the opportunity to maintain power, that is, to remain at the storm.
