In the Kremlin Transference of the resource
Nails are best clogged with a hammer. But in principle, you can also with an iron, if it is at hand, and a hammer must be sought. Or any other more or less difficult item. Vladimir Putin decided to modify the two laws - “On Political Parties” and “On the General Principles of the Organization of the Legislative and Executive Bodies of State Faculation in the constituent entities of the Russian Federation”. Corresponding amendments on Monday were made to the State Duma. They change the procedure for the election (purpose) - in Russia, these concepts are almost identical - the heads of the regions. Previously, the president, on the proposal of the envoy, offered the regional parliaments the candidacy of the governor, and they approved it. Now, according to the new presidential initiative, the parties who won the local elections offer the president of their nominee, and the president either agrees or not. It seems to be a completely different procedure. But this is if you do not bind these legislative conflicts to Russian political realities.
Our president is Vladimir Putin. Our party is United Russia. According to the concept of a state structure, which the Kremlin actively implements today, these are stable phrases, a kind of idiom that is not subject to modification. It is high time for our power to discard false bashfulness , stop fooling people and approve these obvious norms at the legislative level. Then the amendment would sound like this: “United Russia” offers his candidate, and Vladimir Putin either approves him or not. ” But in fact, even such an improvement does not give an answer to the main question: but what the hell is it necessary if the president still decides? (Well, that is, Vladimir Putin.) Well, yes - a nail can be scored with a hammer, or you can also with an iron.
The explanation that the new design looks more democratic, in my opinion, not too convincing. The vast majority of the Russian population will not delve into the details, in what way, according to which procedure they are imposed by the head of the region. Citizens either agree with the role of statists or not. So why is this one, if you use the terminology of the previous reign, the "Rocky"? In fact, there was a certain redistribution of responsibilities, which is of great hardware significance.
It is known that the leader of United Russia Boris Gryzlov and the rest of this amazing public education experience a clear dissatisfaction with their position in the hierarchical system of the Russian authorities. It is clear that no legislative, state or party body can count on any role, except purely instrumental. And the State Duma, and the Federation Council, and the presidential administration, and envoy, and governors are just a screw in the hands of the ruling clan. But, it turns out, there is competition among cogs. Earlier, the regions were responsible for the regions and the regional administration of the Presidential Administration (however, having recently lost its former influence). Now this duty is to respond to Vladimir Putin for what is happening in the field - lies with the United Russia. If someone thinks that party members will better understand regional problems, it is unlikely. But what can really affect the redistribution of power within the region, it is on the relationship of business with local bosses. So in the near future, United Russia will acquire not only its governors, but also its oligarchs.
