Comments of Russian officials shortly before the start of Sochi-2014 should consolidate the right stereotypes of the perception of games in the minds of citizens, which have already been wearing the whole world by the most multi-colored scandals. In general terms, they sound like this: the dimensions of corruption and theft at the preparation stage are greatly exaggerated, and the Olympic budget not knowing historical precedents is spent not in vain and will return to the hundredth.

For the first time, the final cost of preparation for the games sounded in mid-January from the lips of the curator of the Olympic construction, Deputy Prime Minister Dmitry Kozak: 214 billion rubles. Of these, more than 99 billion rubles were spent from the country's budget, the rest - it was necessary on extrabudgetary sources, refined by the organizers. Thus, the official noted, the Sochi Olympics was cheaper than the Universiade in Kazan, assured Kozak. As for the possible misuse of funds, there are no such facts: checks carried out by the Count of the Russian Federation and Rosfinnadzor were not revealed.

The Kozak’s assessment in an interview with CNN recently confirmed the Prime Minister Medvedev. According to him, the expenses for the sports component of the games (the construction of the arenas, the accompanying infrastructure, etc.) amounted to $ 6.4 billion, while the total costs of the development of Sochi in preparation for the Olympics were about $ 50 billion. It is impossible to confuse these two numbers, Medvedev insisted: "The Olympics will pass, sports will end, and there will be a different infrastructure of life in Sochi."

What about corruption facts in the construction of objects? The prime minister also does not have any reliable data on this score: there are checks, procedures, investigations on a number of episodes, but nothing has yet been proven and there are no court decisions on this subject. In general, to talk about the Olympic Sochi as some special corruption enclave with some outstanding indicators of abuse and theft, he believes, it is impossible-no more than everywhere around the country.

President Putin does not see any of the ordinary corruption manifestations at the Sochi construction site, which he spoke about the other day in an interview with foreign and Russian media. The situation would be different if the loans issued by VEB at the Olympic construction site were carefully served and paid. But now it is clear that the lion's share of funds issued by the state corporation by the Olympic developers will most likely will not be able to return or will be restructured (in the fall it was reported that out of 20 Olympic loans issued in restructuring nine).

Also last week, the Prime Agency, citing VEB head Vladimir Dmitriev, announced the decision of the state corporation to restructure loans to the Sochi developers for 160-180 billion rubles.

Subsequently, with each of the investors, they promise to figure it out individually - according to the Minister of Finance Siluanov, much will depend on how the created infrastructure will be operated at the end of the games. The government radiates full confidence on this score - everything will be in order. In particular, Deputy Prime Minister Dvorkovich in Davos assured Bloomberg that the Olympics would pay off, including through the operation of constructed objects.

Indeed, the Postolimpian fate of each of the sports facilities in Sochi has already been determined. However, it is obvious that no matter what officials say, it will be difficult. Alteration and further operation of super -expensive buildings in the future will require significant costs. The latter, however, will most likely fall on the regional budget or private traders-sponsor, such as donors of the Russian Support Fund, to participate in which-on a voluntary basis, of course, all the most prominent Russian oligarchs have been involved .

In general, while the Olympics in Sochi remains a few days, it's time to launch the reverse objective calculation of the costs of the organization.
