
The departure of Valentina Matvienko and the prepared appointment of the new governor of St. Petersburg cause certain hopes among the city -protective public - primarily on the ban on the demolition of historical buildings, the construction of skyscrapers and the development of the city center of the city with glass and concrete structures. However, these hopes look ghostly if you analyze the composition of the future parliament of St. Petersburg.
After the completion of the scandalous city primaries of United Russia and the Popular Front of a dozen winners finally found a finished look. Among the lucky ones are seven members of United Russia, of which five are the current deputies of the State Duma and three non -partisans.
The parliamentarian Anton Sikharulidze did not get into the top ten, but this does not mean at all that he will not be taken on the list. The results of the primaries are not mandatory and even determining in the formation of regional lists of candidates. It is striking that of the three non -partisan two are at the end of the list and have purely theoretical chances of getting into parliament. The third, director of the Ambulance Research Institute, Sergei Bagnenko, although one, according to observers, is unlikely to decide to quit medicine for the sake of a deputy chair and, most likely, will give its place a policy, perhaps the same Sikharulidze. In any case, it turns out that non-partisan members of the Popular Front will receive 25% of the seats in the list not promised by Vladimir Putin, but from the strength one of the seven or even none.
In addition, among the winners, many are closely related to the construction business. Some of them represent companies that have managed to participate in the destruction of the historical center of St. Petersburg and causing constant protests of the public.
The Anton Sikharulidze family appeared in a loud scandal with the construction on the territory of the St. Petersburg State Marine Technical University of the Maksidom shopping complex. Business development was conducted in the territory of a state university, which had no right to transfer land to a commercial structure, so the Maxidom was designed as a “complex of educational and laboratory buildings of the university”. Soon, the details of the transaction, where the monetary compensation to the university in the amount of $ 370 thousand appeared in print, and the deputy chief energy of the university, Alexander Kondrachkov, was killed. He was Anton Sikharulidze, and the vice -rector of St. Petersburg Tariel Sikharulidze, the eldest son, vice -rector.
State Duma deputy Vitaliy Yuzhilin, whose assets are estimated at about 1.1 billion dollars, is one of the initiators of the alluvial project “The Marine Facade of St. Petersburg”, against which local city defenders and the opposition actively oppose. His company First Quantum in the late 90s consolidated a large port of port shares. Then these shares were transferred to Nasdor. The Kwantum Petroleum, affected by FIRST QUANTUM, owns 80% of the share in the Marine Facade of St. Petersburg. With the idea of building a terminal on the Vasilyevsky Island, the leadership of the seaport of St. Petersburg spoke back in 2002.
In June 2010, directly at the St. Petersburg Economic Forum, a concession agreement was signed on the construction of a paid Oryol tunnel at a Neva value of 44.7 billion rubles. The main private investor of the project is the First Quantum Partners, which agreed to invest at least 8 billion rubles in the tunnel, after it received this amount from the city budget as a ransom for a marine passenger port under construction. The schemes for which Vitaly Yuzhilin works with Smolny raises many questions and can be protested by regulatory authorities.
FIRST QUANTUM also plans to build at least seven parking lots in the historical center of the city each. The cost of construction of underground parking is $ 2000-3000 per square meter. How underground parking in St. Petersburg is built, everyone knows. Buildings lead to the destruction of old buildings, after which they have to be demolished.
At the same time, Victor Yuzhilin creates a powerful construction lobby. Members of the Public Council on Coordination of the activities of self-regulatory organizations of St. Petersburg in the field of construction under the Government of St. Petersburg and the Association of Banks of the North-West discussed the possibility of reinvesting funds invested in banks with self-regulatory organizations as compensation funds for SRO. The audience came to the conclusion that it is necessary to look for ways to interact with banks, even despite the legislative prohibition, use the funds of the compensation fund for goals that are different from compensation for harm caused by the activities of the SRO members.

The founder of the movements “Ecology of Private Architecture” and “Living City” Alexei Yarma notes that “the city authorities managed to commit dozens of acts of urban planning vandalism before the law was adopted, which prohibited the demolition of facial outbuildings in the protection zones. However, it was too late. Because in fact, a large -scale destruction of the city can be discussed since 2006. It was then that we began to demolish the development of hectares and entire quarters-the first demolition unprecedented in volume touched the quarter of the closet-Rozenstein. The territory was released for the project of the company "Glavstroy-SPB". The process took place at the expense of the city’s budget and was so outrageous that it caused the revival of the mass urban protection movement. Only in this quarter 23 historical buildings of the early XX century were demolished at a time, including the buildings of eminent architects. All buildings needed normal repairs. There was no talk of any accident, but formally, demolition took place under this invented pretext. Not without incidents: they recognized the house that was demolished forty years ago - that is, a non -existent house. Cabinet-Rosenshteen is not the only crushing of the Glavstroy-SPB, it is this company that climbs into the Apraksin yard to destroy it. There should be demolished from 8 to 20 buildings, although the object is recognized as a monument of architecture of regional significance. In the case of the project, the complexity of development will be lost. So far they have not destroyed anything, but they already put their fence there. People who do all this - they should sit in prison, and not in power structures. And they go to power-by the co-owners of the Glavstroy-SPB, which plan to demolish Apraksin the courtyard, together with Oleg Deripaska are the brother of the head of the CEC of United Russia Andrei Vorobyov and the candidate for deputies from the same party Olga Slutsker. Naturally, having got into the State Duma, she and her like will receive an additional administrative resource for promoting her projects and additional injections into their companies. ”

At one of the latest meetings of the Government of St. Petersburg, the former governor Valentina Matvienko made a decision on the allocation of a land plot for the construction of the “Alla Pugacheva Theater Theater”. The planned height of a skyscraper made of glass and concrete, which will be erected on Vasilyevsky Island, is more than 100 meters. The Pugacheva complex will consist of 4.5 thousand places, recording studio, producers, hotel for 120 rooms, apartments and a business center.

And it depends on the Petersburgers whether these “winners” will become deputies of the State Duma in the December election.
