It is obvious that the outgoing President Medvedev tugged his last message to the Federal Assembly from the slogans of the opposition. It is also obvious: if there were no thousands of rally “for honest elections” on Bolotnaya Square on December 10, there would be no reformist fuse in the president’s speech. So, under the pressure of the “Troubles” of 1905, the weak king Nicholas II also granted the people of the October manifest by civil freedom, which did not prevent him from dispersing the State Duma after the first session.
I would like to warn everyone who relaxed and exhaled “Well, finally!”: Medvedev read his speech, holding the figure in his pocket. The main purpose of his message is to tear out the banner from the hands of the opposition, expropriating its slogans. And not from the hands of the opposition even, but from the hands of active citizens, whose civilian self -awareness after the elections stolen on December 4, the ideological and organizational abilities of the opposition turned up by a jump.
There is a complete feeling that Medvedev’s pathos is addressed to those who are going to come to the rally on December 24 against false elections and false power. He seems to say: do not go, “Russia needs democracy, not chaos,” we will give you everything that you asked - direct elections of the heads of regions, simplified registration of parties and presidential candidates, the abolition of tedious collection of signatures for the parliamentary elections, decentralization of power and budgets, replacement of the Army Contract, public television, professional television, professional television. The selection of the judicial corps, as well as pensions, salaries, etc.. The main question is: can all this be believed? I think it's unlikely. Too few reasons. And that's why.
Typically, a report addressed to a wide audience is built so that the thesis is presented at the beginning, and then it develops and argues. How did Medvedev began? “Society is changing, and citizens are increasingly expressing their position, impose legal requirements for power - this is a good sign, a sign of growing up our democracy ... But attempts to manipulate Russian citizens, mislead them, to incite social discord in society.” And then: "We will not let the provocateurs and adventurers draw society into their adventures, and we will not accept the interventions from the outside into our internal affairs." So to speak, he immediately dotted "and." The fuse of speech turned out to be Xenophobic. First, he threatened with his fist “provocateurs and adventurers” who came to the Bolotnaya and other areas of the country, that is, active and conscious citizens who are addressed by the Epistle. Then he, with them, “provocateurs and adventurers”, slamzil the points of the political program. At the same time, promising to give political freedoms, he did not explain why they were taken away in the previous decade.
Medvedev did not explain why he proclaimed his December “type of manifesto” not at the beginning of the presidential powers, when the optimists still expected something from him, and now, in the New Year's costume of Lame Duck. It turns out that he seemed to apologize: and this would have to be done, and this, but - sorry, did not have time, there was not enough time. For whom did Medvedev write this plan for political and other reforms? For yourself? But in the best case, he will be the Prime Minister, and according to the current constitution, the government is rather a technical body under the president, and not political (however, in the past four-year-old was the other way around: a technical president under a political premiere). Therefore, Medvedev read out his political testament to Putin? It is enough to recall the recent “to me, Banderalogs” to understand what purpose Putin would use this message if he becomes the president.
So hope remains only that the civil consciousness, awakened on December 10, will not fade, lulled into the promises of the return of freedoms taken. What is undoubtedly right Dmitry Anatolyevich is that Russia really needs democracy, not chaos, you need faith in future and justice. But this requires a change in power elites. To force the authorities to promise the return of the taken away, it was needed by Bolota Square. In order to really return at least part of the promised, you need a peaceful and united swamp-2. Or maybe swamp -3, -4 ... in general, how much is required. Plus, of course, the presidential election. Therefore, in the coming months - all hope for Muscovites and all decent people living in Russia and considering it their country.
