It is sad that legislators in both houses, at least some of them, are clearly thinking in non-legal terms.
Nothing similar to Zhuravlev’s proposal can be implemented in the Criminal Code of the Russian Federation, at least as long as the Russian Federation is a secular state. I mean this in the most minimal sense: when the state does not protect specific religious institutions and religious beliefs from criticism.
In addition, it is surprising (still surprising) that not the average citizen, but the legislator is unable to understand that not every offense - no matter how justified and deep - can be converted into a ban, much less a criminal charge.
