Experiments with slow reading of the Address to the Federal Assembly
“This never happened before, and here it is again!”
Rumor attributes it to V. Chernomyrdin
I tried several times to finish this article, but each time my intentions were destroyed by the hero of this series - the Russian president. True, he made me happy every time. I saw that, having read previous articles, he was convinced of the validity of our suspicions about the existence of a universal, deeply hidden conspiracy around him. And what’s more, he began to act!
Well, judge for yourself. When the president unexpectedly dismissed Fradkov, who had been waiting for this every day since his appointment, all the not very far-sighted supporters of democracy lamented that important personnel decisions were made behind the scenes, in secret from society. And little did they know that Putin was hiding not from the people, but from his circle! It's so obvious.
Or with a statement about his intention to head the United Russia list. Few people understood its meaning. But you and I understand! How can I explain this better... Imagine that you are the leader of the season in hammer throwing. And then during the Olympic final you notice that your opponents are aiming a hammer right at you. Everything seems to have come to an agreement. What to do here? Right! We urgently need to move to the triple jump sector. And at the same time, covering your tracks, you must declare that after this you intend to participate in the 400-meter hurdles race. It's clear? He just dodges. He escapes surveillance and pursuit. He acts, our president, surrounded by enemies who pretend to be his closest friends.
All this means that the President was convinced of the validity of our conclusions. It is not surprising, because as a real intelligence officer, he has the skill of recognizing the essence behind a barrage of heterogeneous facts. And then we helped him. Let's try to imagine the picture that the conspirators criminally painted, secretly forming a portrait of the president with the help of the texts that they palmed off on him. It is clear that Putin saw the same picture and, I believe, was horrified, indignant and mobilized. This is the picture.
Our president, as it turns out, signs unprepared (at least) laws without looking, and then criticizes them himself. Often, without even looking, he himself introduces them to the Duma. He called the adoption of record-breaking reactionary electoral and party legislation a revolutionary reform. Putin admitted that until now we had a parliament on which nothing depended, but he promised that now he would depend, but only in terms of the implementation of his strategic plans. (Apparently, this is also why he headed the list of the party in power.) The president denounced the secret forces that do not like stable progressive development. True, he made it clear that he was referring to his surroundings. Putin is being forced to reveal a terrible secret: the flow of money from abroad into Russia is growing. Since statistics record only the growth of foreign loans received by state corporations, the president is thereby talking about the growth of our dependence on the West.
The President is presented as a kind of Kisa Vorobyaninov, wasting money. All difficult government problems - from housing and communal services to technological breakthroughs - are proposed in his messages to be solved with the help of taxpayers' money. All public administration in his texts takes on the appearance of a well-functioning and trouble-free three-step process: step 1 – making an idiotic decision with taxpayers’ money; step 2 – detecting the error and exposing it; Step 3 is correcting the mistake by recklessly spending even more taxpayer money. We are persistently pushed to believe that presidential decisions are made unconsciously.
The president is putting into his mouth an excessive boast of decentralization of government, which contradicts everything he has said and done before. He is forced to mock the regional elites - and now the president promises them gigantic powers “in the field of protection and management of historical and cultural monuments of federal significance.” We are offered a choice of two hypotheses: either the president does not know through what informal mechanisms the Federation Council was formed, or he knows and approves.
And the insults inflicted on innocent people, members of the Public Chamber!? What was it like for them to hear the following: “The professional authority of the members of the chamber, their open position increased the influence of civil institutions on rule-making activities, on the activities of the Government and the Federal Assembly, as well as on the administrative practice of ministries and departments.” So, it is they who are to blame for all this bedlam, feeblemindedness, theft, corruption?!
And this is not the whole portrait that emerges behind the embossed lines of the presidential messages. And all this is either directly contained in the texts or follows from them, according to the inexorable laws of Aristotelian logic. Now imagine what it was like for Putin to read and realize all this. Did you smell it? That's it! That is why the president is acting and will continue to act. Get ready: he will surprise us more than once.
Well, now to the conspiracy. I claim that Putin’s entire inner circle is involved in it. What is this belief based on? I'll start with the technology for preparing messages. It is such that the text is read by all persons involved in decision-making from the immediate circle, and even a little beyond that. In the text they find presidential invective or hints directed against them. Some, the smartest ones, make them themselves. The question arises: why does the fierce war between factions not spill over into the pages of messages? The answer is obvious: the messages are the only thing that unites the warring parties, who see in these texts a tool for boorish exposure of their patron. They are all involved in this game.
Next consideration. They all have a reason to be unhappy with the president. Each of them is individually outraged that the president does not clearly take their (this group’s) side, that he is secretive with them, with those closest to him, that he gives them a feeling of uncertainty, insecurity, that they feel constantly suspended. It is him who they blame for their nervous disorders, for the fact that their sleep is bad, and at night they jump up shouting: “It’s not me! I won't do it again!
However, this is a strange conspiracy, different from those described by Dumas or in the memoirs of English ambassadors to Russia. This is a conspiracy that was formed spontaneously, without secret meetings, without drawing up plans and distributing responsibilities. It’s just that each of those involved in the conspiracy suddenly noticed how others were doing little dirty tricks for their patron, just like himself. Noticing this, he intensified his dirty tricks, and immediately saw that they found a silent response in his colleagues. This is a typical synergistic effect of self-organization from the chaos of random but unidirectional efforts. They just think and hate the same, fear the same, take revenge the same, on the sly. In the war of all against all, going on around the unfortunate president, this is the only common desire, movement, impulse, I would even say. And therefore this conspiracy is difficult to detect and difficult to expose: there are no documents or wiretapping materials. There are only consequences of the conspiracy, which can be easily explained by haste or the habitual thoughtlessness of the zealous performers.
But you and I understand this. I suspect that Putin thinks differently. During long sleepless nights, he thinks about the threads of a conspiracy that do not exist, about the leaders, as we understand, who are absent, about the fact that there is no one to hand over the punishing sword, because no one can be trusted. All that remains is to do everything yourself. Set up smoke screens yourself, dig dugouts, conduct rearguard battles, and evade pursuit.
If you think that I am trying to squeeze out of you a stingy man's or a bitter woman's tear, then you are mistaken. In fact, all this is a cold-blooded, scrupulous diagnosis. It is simply expressed in a form that slightly pretends to be artistic. But I’m talking about the conspiracy quite seriously. Any thoughtful historian will tell you that most often deeply hidden, wise, carefully calculated conspiracies arise after events have occurred, in retrospect, after the panic that brought the “conspirators” together has passed, the blood has been washed away, and the smoke has cleared. That's when legends arise for future history books. I am sure that journalists and experts will “uncover the conspiracy” and describe it in the same way after some time. Moreover, they will interview its participants, and they will confirm their participation, and some - a leadership role, will come up with romantic details and elevate themselves above themselves. Or in another way: the conspiracy will be invented by the security officers alone, who will soon expose their colleagues, and the latter will habitually confess. This is completely plausible: our history is filled with such stories.
And most of all, no matter what you say, I feel sorry for Putin. His deliberate resignation from the presidency will turn into something opposite. An image will be created of a weak ruler, greedy for power and honors, who was deprived of his post as a result of deeply conspiratorial actions of his entourage, who sought to return the country to the path of democracy.
This is how it will all be. Well, to hell with them
