In this system of “manual management” the country, the president exercises power, daily making dozens of managerial decisions. If you delegate the right to accept them to someone else, then you lose power.

Here is the simplest question: what will the assignment system for positions in the "power" departments will look now? It is clear that the signature under the decree will put Medvedev. But where will they prepare this solution? If in the new administration, it means that it will be there the most serious lever of influence on the security forces. Is Putin ready to find this influence? If not, then he needs to arrange a matter in such a way that the papers pass through his people, so that he would somehow spent them. And this, I repeat, is the easiest, routine issue of the Kremlin’s daily activity.
