Dissertations sewing expert

Dissernet does not get tired of reminding that the highest certification commission is the main organizing and guiding force of the false dissertations in Russia. The key positions in the expert councils - its main working bodies playing the role of the appeal instance when considering statements about the deprivation of the scientific degree - were seized by those who traded these dissertations. A series of publications on members of the Expert Council for the industry and regional economy we are completing a person of the head of the Department of Economics and Management in the construction of a professor of the Moscow State Construction University (MGSU) inessa Galeevna Lukmanova.

For the first time, Inessa Galeevna met us as scientific consultant Vitaly Peshkova, vice -rector of the Irkutsk State Technological University. In his work there is practically nothing from the vice -rector of Peshkov himself. But it included 79 pages from the work of a certain I.V. Khmelnitsky, 39 pages from the work of R.G. Kvachadze, 51 page from the work of V.Ya. Mishchenko, 23 pages from the work of L.N. Chernyshova and 12 pages from the work of Chan Dang Kue. Peshkov did not like our calculations, and he sued us. The idea that he was dear to a completely different instance, not to the court, but to the Higher Attestation Commission, to submit an application for a voluntary recall of the academic degree, the vice-rector Peshkov somehow did not occur. However, in this case we are most interested in Professor Lukmanov.

All work-sources of the Peshkovsky sandwich were carried out at one time in the same MGSU, defended in the same council 212.138.05 and were therefore obviously known to Professor Galeeva. There was no smell of any joint “scientific school”: Peshkov has not a single joint work with any of the authors of the source texts. These are just other works from the same council, in no way related to Peshkov. So the “scientific activity” of the vice -rector Peshkov came to the compilation of continuous fragments, for many tens of pages each, from other people's dissertations. Did Lukmanov approve of this?

The expert Lukmanova also chose to not notice how the chairman of the board of directors and the owner of the Barkley Corporation Leonid Alexandrovich Kazinets, supposedly former her applicant, was also busy stuffing the dissertation by other people's texts instead of scientific work. And his work in structure is a sandwich, but a little more fragmented. Pages 12-21 in his work are a copy of Alexander Samoilov’s labor “Self-regulation of construction activities in the UK and the USA: a balance of responsibility between the state and public organizations” (2007); Pages 22-29 were taken from the dissertation of Aleksey Vladimirovich Serebryakov “Models and mechanisms for managing self-regulatory construction organizations” (2008); Pages 30-31, 39-42 were taken from the report Bocharov V.E. “Self-regulation of entrepreneurial activity as a mechanism for regulating market relations”, pages 43-49-from the work “Entrepreneurship as a strategic resource for the development of an economic system” (2009). Again - did he do it himself? Or some negligent Ghost Writers? I would very much like Leonid Alexandrovich to be able to recover a penalty from those who slipped him crazy, a stained product, already in use.

But all these are the trifles of life compared to the dissertation of Julia Igorevna Selezneva, who had an expert of Lukmanova as a supervisor. Selezneva’s dissertation of 2006. In fact, the dissertation is not Selezneva, but was compiled from the plugs of the work of Semenikhin Igor Anatolyevich “Improving the management of the construction industry enterprises when creating an integrated quality and environmental system” (2004) and Sklyarova Evgeny Viktorovich “Economic substantiation of the production of new types of products at the enterprises of the construction industry” (2005). And both of these, worthy of gentlemen, the scientific director was Inessa Galeevna.

So, regarding the next grief expert Vaka-Inessa Lukmanova-we proved that she acted quite consciously, leading a factory for sewing dissertation work. And continues to lead. We hope that this publication will be a good reason for the Minister of Education Dmitry Livanov so that the "expert" Lukmanov is put up as the threshold of this institution.
