The results of the week. Baron rebellion
The main event of the week was the difficult struggle of the Kremlin with the chief Bashkir chief Murtaza Rakhimov, whom they decided to get rid of. One can only guess how high the bets were in this game.
Their level allows us to judge the almost desperate determination of the Bashkir Babay, which has been overwhelming this week a lot of things hitherto unheard. At first, during the meeting of the Russian government, he interrupted the prime minister himself, our national leader (who ordered not to allow Babay, whose fate was decided) in order to turn to him with a petition. Then his meeting was held with the head of the presidential administration, Sergei Naryshkin, during which the conditions for honorary surrender were developed: Babay reluctantly announced that he did not intend to claim the position of the main Bashkir boss. And the Bashkir Kurultai was already convened, which, as expected, was supposed to accept Rakhimov’s resignation. Kurultai, as agreed, made decisions on all kinds of guarantees for Rakhimov - from legal immunity and a modest pension of 750 thousand rubles to the guarantees of medical care to family members after the death of a retired chief. However, Babai did not appear at Kurultay's meeting.
In Ufa, rumors stubbornly circulated that Rakhimov went to Yekaterinburg - to agree with Medvedev - either in Sochi - to plunge Putin's feet. Later, the press service of the President of Bashkiria said that the boss was sick. And after some time, the speaker of our all-Russian Kurultay Boris Gryzlov announced that Rakhimov had achieved a meeting with Medvedev and was going to bargain something else. However, in the evening, the Kremlin press service notified the center of the center: Bashkir Babai asked for a resignation, which was accepted.
This whole story is extremely indicative. It is clear that Putin, planning a return to the Kremlin in 2012, does not want to see the old faces of the regional bosses there: Luzhkov, Rakhimov, Ilyumzhinov and others. Therefore, the "younger king" was ordered to get rid of political veterans. However, the matter is with difficulty: regional barons require personal guarantees, but not Medvedev, but Putin. It was possible to agree with the Tatar woman, with Chuvashsky, too, but with Bashkir had to tinker, but with Moscow and Kalmyk, it doesn’t work out at all.
All this is remarkably illustrated by what, in fact, are the achievements of the Putin's vertical. In 2004, the Kremlin canceled the elections of governors, explaining this by the fact that thanks to the elections, all sorts of gamers, deceiving the people, penetrate power and interfere with Putin V.V. Blaglessly rule the country. Almost six years have passed, and now it turns out that the Kremlin does not have power at all over those who formally have the right to remove and appoint. Rakhimov, Luzhkov, Ilyumzhinov is anyone, not officials, not simple subordinates of Medvedev and Putin. It is most correct to call them vassals. Yes, they bring Ommage - the oath of allegiance to the overlord. However, they consider themselves the right to create anything in their territories. All the illusoryness of the presidential power becomes obvious as soon as the Kremlin tries to remove long -livers. Vassals immediately arrange a rebellion. Rakhimov threatened almost the uprising of national oriented youth. Luzhkov begins to portray absolutely crazy: it suits the transport collapse on Leningradka (such as: take it off, it will not seem enough, Shoigu will have to be appointed by the mayor), then he offers to begin the investigation of the Moscow fire in 1812. Ilyumzhinov acts with the same manner: do not touch me, I crazy, tells how he communicates with aliens. And the authorities are frightened.
As a result, it turns out that the cancellation of the elections of governors in 2004 did not strengthen the Kremlin’s power in the regions. She simply removed citizens from any participation in the affairs of the region, just as they were removed from national affairs before. As for the relationship between the Kremlin and regional barons, they are built on the basis of complex agreements that are easily violated by one or the other. In fact, this is a completely medieval relationship.
Another rebellion of regional barons showed that the main achievement of Putin’s rule is the restoration of the territorial integrity of Russia, the formation of a single legal field is more than doubtful. If someone thinks that the freshly-converged Babai will be more obedient than the previous ones, then he is mistaken. The Putin system of power demands that the new Babai gain a nearby circle from his cooperative "Lake", their guardsmen, who will serve him faithfully. Only now he can leave only with his feet forward - because he is the only balance in the system of checks and counterweights.
And this is in a situation where the most wayward of the barons - Ramzan Akhmatovich Kadyrov did not say his word. You can only guess what will happen if Moscow decides to at least somehow infringe on the rights of a person who is subordinate to armed groups.
