Russian President Vladimir Putin signed the federal law “On the implementation of the Forest Code of the Russian Federation.” It turned out as usual - there is a law, and it’s not even very bad, it comes into force on January 1, 2007, but it is impossible to follow it even if you want to. Because forest management is transferred to the regions, but the regional budgets do not provide funds for this. Environmental assessments were replaced with “technical regulations”, but the regulations were not really developed.
