Marshman Panfilov came out of the Astrakhan regional psychiatric hospital, where he was forced treatment, and is at home, reports OVD-Info. It will have to be observed by a psychiatrist at the place of residence.
Thus, in places of imprisonment there were no more convicts in the swamp case.
On January 22, the judge of the Kirovsky district court of Astrakhan Olga Ivanova decided to release the 32-year-old Panfilov from the psychiatric hospital , prescribing an outpatient treatment for him. The prosecutor's office did not dispute the decision of the judge, and after 10 days it entered into force.
Judge Ivanov made a decision on the recommendation of the psychiatrists themselves, issued on January 15 following the results of the medical examination of Panfilov. Persons placed for compulsory treatment undergo such examinations once every six months, after which doctors apply to the court with petitions for the extension of patients with stationary treatment or transferring them to an outpatient treatment. In mid -January, the first six months of Politzek’s stay in the hospital expired.
The hearings were held closed. At the meeting, the lawyer Maria Kurakina indicated that the Tourett’s syndrome, which Panfilov suffers, does not prevent him from leading a normal lifestyle and working. In reality, the syndrome of Tours is a neurological rather than a mental illness. In turn, psychiatrists at the hearings said that over the six months of Panfilov’s stay in the hospital, his condition has improved significantly.
Panfilov sympathized with his left forces. He specially came to Moscow to participate in the Million Million on May 6, 2012. Then he was detained and fined 500 rubles under part 1 of Article 19.3 of the Code of Administrative Offenses (disobedience to the legal request of the policeman). Returning home, Panfilov, according to his mother Marina Danilkina, did not engage in social activities.
On April 7, 2016, the Astrakhan was detained in their own apartment and delivered to Moscow. The next day he was arrested. Part 2 of Article 212 (participation in the riots) and part 1 of Article 318 of the Criminal Code (the application of non -hazardous violence to a government representative) was charged with him standard for swamp business.
It was claimed that in Bolotnaya Square Panfilov tore off his helmet from riot police, Vladimir Filippov , causing him physical pain. Meanwhile, lawyer Sergei Panchenko, who, together with Kurakina, defended Politsyk, noted that he was not fastened with a helmet on Filippov, and therefore, the security forces could not experience pain from the political prisoner of actions in any case.
Panfilov himself was neither in the investigation, nor later, in the process, he admitted guilty. “I believe that on May 6 my right to freedom of assembly was violated. My and other people who were there,” he emphasized in court.
In conclusion, Panfilov for months did not receive the necessary treatment from his illness, and his condition was seriously worsened. Meanwhile, stationary psychoexpertise spent in the center named after Serbian, announced the political prisoner insane. On this basis, the Investigative Committee demanded to release Panfilov from punishment and send him for enforcement in a psychiatric hospital.
It was such a decision that the judge of the Zamoskvoretsky district court of Moscow Elena Averchenko made on March 29, 2017. On June 22, the Moscow City Court upheld this decision .
