Spring call-2006 passed, as the military likes to say, regularly. The military enlistment offices are reporting on the implementation of the plan one hundred percent. Recruits, dressed in uniforms already at the assembly points, autumn by the Orthodox Cross, inspired by the parting words of the military commissar of the military commissar, are extended to the sites of the service. No alarm signals. In any case, none of the military leaders speaks of the disruption of the draft campaign. On the contrary, everyone radiates optimism. And the unprecedentedly low quota of spring call is also the subject of pride of the Ministry of Defense: recruits are shuttled 30 thousand less than last year, because the federal program for the transition to the contract service moved from the place. That is how much "pros" has come to sergeant posts lately. And, for example, in the Northern Fleet, this year, a whole division of strategic atomic missile carriers transferred to the contract. In addition, the case is in the Strategic Missile Forces and the Air Force. Next year, it is supposed to transfer to the contract all the junior commanders - sergeants and foremen. And in 2008, according to the plans of the General Staff, half of all positions of military service will be transferred to contractors. As a result, the need for bonded draftees should also decrease half.

When implementing these plans, the need for a call will be no more than 200 thousand people a year (the standard structure of the armed forces is a secret behind seven seals, but the error in this situation is hardly significant). With the transition to one -year service, 100 thousand recruits will become in the spring and autumn (with the most sluggish transition to the contract - 150 thousand.). That is, in the worst case, the same as now, in the best - even less.

It would seem that the military department should be the first to convey to citizens this good news. He rarely has a reason to please the Russians. What is there to hide, today for hundreds of thousands of Russian families, the recruitment season is a time of extreme tension, when not only the offspring, but also all its relatives, friends and neighbors occupy a circular defense from the state. Eliminating this abnormal situation is no less important task than any other in the field of national security. To drive hundreds of thousands of law -abiding citizens underground suicidally for any government.

But the Minister of Defense appears in front of the press and says: with the transition to a single service, it will be necessary to call twice as many people (without presenting calculations - believe in the word). Therefore, we urgently put into service graduates of universities, rural teachers and doctors, young fathers, “balalai” and ballet dancers, sons of sick parents ... Lack of cannon meat is such that by decree of the president the army is ready to take on the functions of a professional, teaching soldiers to peaceful professions. To fulfill this task, the State Duma deprives the right to delay students of the vocational school.

The Duma defense committee get a bill from a distant box, the essence of which is to oblige any 18-year-old male Russian person, without waiting for the agenda, to be at the military registration and enlistment office in the draft season (from April 1 to June 1 to December 31). Three years ago, some regional parliaments made this idea, recently campaigned by the military commissar of Moscow, it is dear to many State Duma deputies. And after all, they will do so, there would be a go -ahead of the Kremlin. No matter how this contradicts the norms of a civilized society, where the measures of coercion are trying to replace belief measures if possible.

Today, the Ministry of Defense with perseverance worthy of better use continues to attach the front line between citizens and the state. It shines with general talents, using all tactics - coverage, frontal attacks, ambushes, landing to the rear. And, as it happens in the war, the further they invade enemy territory, the more partisans produce.

It turns out that the contract is growing simultaneously with the appeal. Where is the logic? It seems that without holding in fear in fear of the agenda from the military registration and enlistment office millions of citizens, the Ministry of Defense does not think of its existence. After all, this is how from the department with a high mission of patriotic education of the whole country it is possible to turn into an ordinary institution, leading purely military issues.

The Russians are already more afraid of their army now than they respect. Instead of somehow getting out of this unenviable position, to make military service attractive, Minister Ivanov and his team are doing everything to remain scared for the people. And, let them give them tribute, remain at the height of this historical task.
