President Vladimir Putin signed the Federal Law "On the ratification of the Kyoto Protocol to the Raque Convention of the United Nations on Climate Change." This was reported by RIA "Novosti" by the Kremlin press service.
The law was adopted by the State Duma on October 22 and approved by the Federation Council on October 27.
The Kyoto Protocol to the UN Framework Convention on Climate Change - an International Agreement on Control over Pandik Gaza emissions in 2008-2012. The protocol has a “pilot” character, its goal is to launch and debug the fundamentally new economic mechanisms for reducing emissions for five years - quotas trade and joint implementation projects. For the entry of the protocol, at least 55 countries should ratify it, which, as of 1990, accounted for at least 55% of emissions. This minimum can only be achieved if the contract is ratified by Russia, since the United States and a number of other countries refused to sign it. To date, 124 states ratified the protocol, and the share of the total emissions of these countries is only 44.2% of the total emissions. The protocol automatically comes into force during its ratification by Russia, the share of which is 17.4%, RBC notes.
Russia's participation in the Kyoto Protocol will entail expenses from the federal budget. In particular, as noted in the explanation of the document, most of the measures to reduce greenhouse gas emissions in the economy should be carried out as part of the target program "Energy Efficient Economy" for 2002-2005. And for the future until 2010. In addition, funds will be required to fulfill obligations to develop preventive measures to adapt the economy to climate change, the creation of a system for monitoring elections and registers of accounting and control of emissions. 20 million rubles will go away as one -time costs for the first two years from the date of ratification of the protocol, 20 million rubles for annual expenses from the date of ratification and another 20 million rubles are additional annual expenses since 2008. In addition, Russia's contributions to the budget of the Kyoto protocol for administrative expenses are estimated at 150 thousand dollars.
The obligations of the parties after 2012 will be determined during negotiations that should begin in 2005.
