*And we went to Dahl - and fear hugged me.
Demon, holding his hoof for himself,
He twisted the user at the hellish fire.
Hot dripal fat in a smoked trough
And the baked usanter burst on the fire.
And I: "Tell me: what is hidden in this execution?"*A.S. Pushkin
Former President Vladimir Putin has the experience of the Gamelnsky Krysolov - once he led enthusiastic masses along and insidiously left them at the peak of ecstasy and on the edge of the abyss - he switched to another job. But leading in a limited weather visibility became a habit. And sometimes it requires its owner of new victims.
Last Wednesday, Prime Minister Vladimir Putin has now tried to lead the banking community. He demanded that Russian banks that received state support issue this money on credit to enterprises and citizens at a supernarial interest - three percentage points above the Central Bank refinancing rate. Yesterday it was 16 percent per annum. Today, after the decision of the Central Bank to reduce the indicator, - 15.5 percent.
But bankers are bad rats. Their community is a rat king, closely connected by internal guarantee and obligations, and it is tightly with his collective mind. An obvious forecast: they will not want to move nowhere, and if they are forced, then on the edge of the next abyss of Gamelnsky Krysolov there is a real chance to experience the fate of Ivan Susanin.
The idea of pumping the banking sector in crazy money in a crisis was bad initially. The investment market in Russia is in deep hibernation, and against the backdrop of creeping devaluation, the banks launched by the authorities did not have any choice other than buying foreign currency. At the same time, officials did not particularly hide that the risk -free profitability of hundreds of percent per annum at the beginning of the year became a kind of gift of the state to the banking sector. But the feast during the plague turned out to be fleeting, and today most recent recipients of state appotations in their hands have billions that they need to give on credit.
A loan of 16 percent per annum in modern Russia is impossible. Such money can be borrowed and immediately placed on an urgent deposit, insured by the state, at rates approaching 20 percent. At the same time, inflation for 12 months exceeds 14 percent, of which 6 percent falls on the current calendar year. Even if Putin vowns that it will not be higher, a margin of 1.5 percent for banking business is not a margin - so, something with the epithet "Marzhovaya".
And real loan rates today almost reach 40 percent per annum. Even a mortgage, which is actually not given to anyone today, but only offer, is offered at 20 or more percent.
What is the essence of the message of the former president to the banking assembly? The state is ready to borrow billions to the banker, provided that he will work from this no more than 1.5 percent per annum. At the same time, there is a tangible risk of entering a lot of big losses. Would you take such a loan? So the bankers will not take. No matter how baked them.
