
The import substitution program with Ukraine in the military-industrial complex will cost Russia about 50 billion rubles. This was reported by Izvestia with reference to the informed source in the government.
According to the newspaper, the list of the main nomenclature of goods has already been compiled and agreed in specialized departments. It includes more than 3 thousand types of components, components and assemblies, which produce more than 160 enterprises of Ukraine. All of them were involved in the manufacture of more than 200 samples of weapons, military and special equipment.
A senior source in the Ministry of Industry and Trade believes that the amount requested in the Ministry of Finance is quite realistic. “I think the Ministry of Finance will approve the amendments to the budget, the figure is real and the lifting, the terms for the implementation of the import substitution program also look executive,” the source noted.
The Ministry of Finance has already received amendments to the law "On the federal budget for 2014 and the planning period of 2015 and 2016", prepared by the Ministry of Industry and Trade. “The requested amount of 50 billion is most likely to be found and laid in the budget,” said an informed source in the department.
However, OPC enterprises have a strong debt load. It is possible that a number of defaults will occur that the state will be forced to compensate. “Of course, we are aware of the situation, but we will solve problems as we get,” a source in the Ministry of Industry and Trade told the publication.
On June 16, President of Ukraine Petro Poroshenko completely banned cooperation with Russia in the field of the military-industrial complex. "At a meeting of the National Security and Defense Council, the President of Ukraine categorically banned cooperation with Russia in the military sector. From this day, we practically ceased all cooperation in the field of the military-industrial complex with the Russian Federation," said the First Deputy Prime Minister of Ukraine Vitaly Yarem.
At the end of March, Ukraine decided to stop the supply of products of the military -industrial complex to Russia . However, cooperation continued in the framework of orders for dual-use products, the Deputy Prime Minister noted. For example, Ukraine supplied helicopters to Russia. They can be used both for civil aviation and for military helicopters. Now the ban also applies to such products of Ukrainian enterprises.
The Russian military-industrial complex is able to do without the supply of Ukrainian products, then Vice Prime Minister Dmitry Rogozin said. "The Ministry of Industry and Trade has introduced a plan for the complete import substitution of military products of Ukraine to the military -industrial complex. The plan is the result of the meticulous work of specialists: where, what time and what money and what kind of money is made and who is specifically responsible," he commented on Yarema's statement on Twitter. In April, Rogozin noted that now Russian industry can provide 70 percent of import substitution.
Meanwhile, experts note that Russian nuclear forces, aircraft industry and shipbuilding are in critical dependence on Ukrainian supplies .
For example, the Kazan Helicopter Plant is completely dependent on the supply of air engineers from Ukraine TV3-117. They are produced by the Zaporizhzhya enterprise "Motor Sich". These engines are equipped with almost all Russian combat and transport helicopters. In the Russian engines of the VK-2500, which can be replaced by Zaporizhzhya, Ukrainian components are also used. Nodes and parts manufactured in Ukraine are used in production and other military equipment.
