In Russia, there is nothing to oppose AUE, so it cannot be banned

Senator Anton Belyakov submitted to the Duma a bill banning “criminal subculture propaganda” in social networks and the media. Roskomnadzor will have the right to block these sites without a trial. Thus, legislators (or some of them) seriously believe that it is the media and social networks that are responsible for the growing popularity of the AUE phenomenon (“prisoner way of life is one”, “prisoner Urkagan unity”) and the way out is to tighten censorship.

We are talking about the AUE - this follows from the explanatory note, and it gives some idea of ​​​​the Federal Assembly - the quality, if not of his minds, then of his knowledge of the country of Russia. AUE in the note is depicted as “blue whales” for the poor and disadvantaged: “many common features” were found in the technologies of the administrators of “death groups and AUE communities”. This is an absolutely superficial view and this is ignorance of the country. "Groups of death" is really an Internet phenomenon, it's about teenage psychology and how to kill yourself, and this should definitely be stopped.

AUE is entirely about how to survive in today's Russia and has nothing to do with the Internet or the media.

The criminal subculture (as it is called in the note) arose, to put it mildly, long before the Internet. And, not knowing the set of rules she gave birth to, one cannot survive not only in zones and prisons, but also in the vast expanses of our country, in small towns and on the outskirts of industrial centers, in that very “icy desert” (according to the formula of the chief prosecutor of the Synod Pobedonostsev) . These "concepts" have been created over the centuries. And now, judging by the initiatives of the authorities, the problem is not in the “icy desert” itself, but in the fact that the rules for survival in it are actively disseminated among children. But will blocking help?

In Moscow, schoolchildren do not collect in a common fund, which is probably why the understanding of AUE is this: a horror story, a fashionable meme, a game and provocations in social networks. Deal with them and that's it. They used to say: what is not on TV is not in life. Now the opposite is true: it is only in social networks, it has nothing to do with life. For Russia, it is absolutely not clear what social networks have to do with it: AUE is the everyday life of vast territories. For example, I am not in social networks, there are no my children, with single exceptions there is no one from my circle, there are no children of this circle, which means that we should not intersect with this topic at all, we are invisible, nevertheless, everyone is dedicated to the topic of AUE, Everyone has met her personally. One could understand the drafters of the bill if they worked in the legislature of Moscow, whence it seems that life outside of it is not serious.

But we are talking about the Federal Assembly. Thanks to which per capita budget expenditures in castle Russia are an order of magnitude less than in Moscow, and in remote provinces even orders of magnitude less. Even in millionaires - many times over, the sum of all their budgets is five times less than one in Moscow. This is what is most directly related to the topic of AUE, and not social networks. Probably, the Russians missed something, and it is written in the Constitution that they and Muscovites are people of a different sort. And also with the Crimeans and Chechens, where per capita budget subsidies are 16 and 2.3 times higher than the average Russian ones. And there are also South Ossetia and Abkhazia - subsidies from the budget of the Russian Federation for souls there are 26 and 5 times more.

Everything is very clear, the children of Transbaikalia see with their own eyes that the Russian state in their area is fake, bankrupt: the accounts of their schools, other budgetary institutions, designed, for example, to fight forest fires, are blocked due to debts to the pension fund and housing and communal services. Salaries - through the court. Who, ridiculous question, should people in the wild steppes respect: presidents-governors or authorities, thieves' suit? And what are organizing committees against organizing committees?

You can be afraid of the icy desert in different ways. Forbidding mention of her is not the best way. To combat AUE, it is not necessary to censor websites, but to deal with the economy and federal relations: the better the economic condition of the region / city, the less the criminal component. It is necessary to change the entire system of statistics and reporting of bodies - otherwise the influence of the AUE ideology cannot be tracked and prevented, now there is simply nothing to record and no one to study. And there is nothing to oppose AUE.

And the propaganda of criminal ideology is fought in a completely different way. I recently spoke with a general from the FSIN system:

The current “struggle”, attempts at censorship, reflect only the fact that those who have successfully settled in power, who have stalled social elevators, are beginning to realize: AUE is not a problem of teenagers, it is theirs, fat-faced and well-groomed, a problem. The youth is arranged in such a way that they will not wait for the elevators that left without them, and they will find a way apart from the imposed mainstream. AUE - why not an elevator in a wild field? Not a mechanism for the redistribution of power and resources?
