To say that there are not enough kindergartens in the capital is to say nothing. Parents line up long before the baby is born.
And the Federal Property Management Agency is selling kindergartens for offices ...
The appearance of queues in preschool institutions is explained very simply. Over the past 16 years, the number of kindergartens in the capital has decreased by almost "a thousand units." According to the Moscow Property Department, in 1991 there were 2,924 kindergartens in the city (of which 1,864 were urban and 1,060 were departmental). Now there are about 2,000 preschool institutions in the capital. The city cannot provide places for 10% of children. What is 10%? And about 11.5 thousand children.
The reduction in the number of preschool educational institutions occurred in the early 1990s. Then departmental kindergartens, which were on the balance sheet of enterprises, were transferred to federal ownership. And then they were redesigned and sold for warehouses and offices. Despite the fact that, in accordance with federal legislation, all objects of the social sphere were not subject to privatization and were to be transferred to municipal ownership.
Everything happened quickly and simply: buildings were usually recognized as unfit for use as a children's institution, after which they put it up for auction. Today, out of 1,060 departmental preschool educational institutions, a little more than 140 continue to work according to their profile. And it is not known what will happen to the remaining kindergartens if they are not transferred to the city.
The transfer of kindergartens to the ownership of the city is required by Federal Law No. 122-FZ of September 22, 2004 “On the General Principles of Local Self-Government in the Russian Federation”. On this occasion, there is also Vladimir Putin's order No. Pr-2158 dated 11/27/2003 and the minutes of the meeting with the Prime Minister of the Russian Federation Mikhail Fradkov No. MF-P-30pr dated 06/27/2005. According to these documents, objects of social, cultural and communal purposes, primarily preschool educational institutions, are subject to transfer to the ownership of a constituent entity of the Russian Federation.
Simply put, kindergartens were supposed to be handed over to the capital last year. On November 27 last year, the Moscow government sent a list of 270 preschool education facilities to the Federal Property Management Agency in the hope that the problem would finally be resolved. But it was not there. The year 2005 has passed, 2006 is in the yard, and none of the indicated objects has been transferred to the ownership of the city.
Moreover, contrary to the instructions of the president and the government of the country, the Federal Property Management Agency last year began to sell kindergartens at auction! The last transaction, by the way, took place on February 13 this year! The kindergarten went under the hammer along 15th Parkovaya Street, 22.
In total for the past year, starting from June 16, 2005, five preschool institutions were sold:
1) Moscow region, Solnechnogorsk district, pos. 6th Furniture Factory (FSUE "Investment and Consulting Center" of the Ministry of Property of Russia);
2) Murmansky pr., 22 (FSUE "VPK-Service");
3) Aviatsionny per., 4a (FSUE Polet);
4) Lilac Boulevard, 32a (FSUE "VPK-Service");
5) 15th Parkovaya st., 22 (FSUE Polet).
The Federal Property Management Agency, headed by Vladimir Nazarov, has neither federal laws nor instructions from the government and the president. The reason is simple. And understandable. It is a profitable business to sell kindergartens to private individuals.
