It is clear why Yury Luzhkov went for broke. So easily with one stroke of the pen to take and remove him from work - he simply could not believe it. This did not fit into his picture of the world, where the source of his power was the notorious “support of Muscovites”, no matter what they wrote in the newspapers and federal laws.
And they took him and removed him - it turns out that simply because he was rude to the boss. For the loss of trust. Luckily, federal law allows it. Put yourself in the shoes of that boss. And you will agree with his simple and, in general, universal idea that the president and the head of the region, since one is subordinate to the other, will not work together without mutual trust.
In the same way as the director of the company and, say, the head of the department. Just like the minister and, say, his deputy. The employee is defiantly rude to the boss. In the Labor Code, unlike the law on the appointment of governors, there is no such basis for dismissal, but this is pure hypocrisy - a bone thrown from the master's table to trade unions. All the same, they will remove it - they will count absenteeism, shortcomings, punctures. Because loyalty is the cornerstone of corporate ethics.
The Russian leaders also hypocritically said about public administration that it was based on popular representation. That the governors are members of some parties there, it happens that they are even different. That they are not appointed, but empowered to represent legislative assemblies. That they are political figures, and some even heavyweights. So they always left on their own.
But then Dmitry Medvedev exhaled - and blew away this veil of blissful and familiar lies. No trust - goodbye. The governor is a simple official. Yuri Luzhkov was sure that he could not be removed. For this he was removed. But let's be consistent and write in the Labor Code the right of the boss to dismiss his subordinates for disobedience.
