At the end of last week, the coalition participants “for Russia without arbitrariness and corruption” determined the preliminary mechanism for nomination of a single presidential candidate in 2012 from the part of the democratic spectrum presented by them. Recall: this coalition includes the public movements “Solidarity”, “Democratic choice” and the Russian People's Democratic Union, as well as the Republican Party of Russia deprived of registration in 2007.
On December 13, the Coalition Congress is scheduled (including the developed mechanism for nomination of a single candidate is planned to be approved on it). In the spring, it is planned to submit the necessary documents to the Ministry of Justice for the registration of the "Party of Folk Freedom", which is supposed to be created on the basis of this coalition.
And in the summer, already at the party congress (if the state deigned to recognize the liberal opposition by the party), they are going to nominate a single presidential candidate. If the party is not registered, the coalition will still nominate a presidential candidate - as a self -nominated person. The approval of this important candidate will be held by secret vote. Organizations presented in coalitions will be able to send an equal number of delegates. Authoritative representatives of civil society, who are not in the structures that formed the coalition (were called Lyudmila Alekseev and Sergey Kovalev).
There are little known about specific candidates. To date, only a “democratic choice” has decided to nominate its chairman Vladimir Milov to participate in liberal presidential primaries.
On the one hand, the coalition does not cover such parties and democratic spectrum movements as, for example, “Apple”, “right -handed” and the OGF. On the other hand, the plans of the election association of democratic organizations are the first serious project to collect the forces of the “democrats” after a long period of the demarcation and crushing of old organizations.
The prospects and plans of the News Coalition were commented by representatives of the leadership of organizations included in the coalition.
Vladimir Ryzhkov, the leader of the Republican Party of Russia , explained that he would like the coalition to expand, although there are not so many potential subjects. “Why don't Yabloko participate in such a competitive, democratic procedure for nominating a single candidate? In the “right business” they frankly say that they have great dependence on the presidential administration, but they also call themselves a democratic party? There is a social-democratic movement led by Mikhail Gorbachev, we would like to, and we discussed this so that they would take part. If the coalition does not expand, in this we also do not see the tragedy. We will then say that this is a single candidate from a democratic coalition, not forces. After all, there are more democratic forces than now in the coalition. ”
Before the United Democratic Congress, the coalition will accept a single political program. All candidates will adhere to her. All coalition participants will take the obligation to support the winning candidate. “The candidates will have their own style, accents. But the main thing is the restoration of the Constitution, the freedom of elections, freedom of speech, the fight against corruption, the rule of law. These principles will be basic for all candidates. We already have a ready -made project project. If social democrats join us, we will make adjustments. Although we have a rather strong social component, a clear accent that the state should redirect money to the development of human capital. ” Ryzhkov considers the alleged name of the emerging party no coincidence - it personifies the continuation of the historical tradition of the cadet party of the beginning of the last century.
Sergei Zhavoronkov, deputy chairman of the “democratic choice” , does not believe that some other organization will enter the coalition. He emphasized that co -optation of new structures is possible only with the general consent of the current participants "for Russia without arbitrariness and corruption." The Party of People's Freedom is a temporary name. The final name - and this is the procedure provided for by law - will be adopted at the congress. And "the reference to the cadets in something is true, in some ways is not true." Although now it’s more difficult - because the Cadets were a parliamentary party, and now they do not allow the opposition to the polls.
According to Zhavoronkov, the candidate who will convince the electors will win on the primaries that he will no doubt collect the signature, conduct a convincing campaign. Also, “electors may be focused on innovations of an ideological nature. The successful candidate must speak most clearly on the problems that are relevant for the Russian middle class: taxes, the legalization of short -barreled weapons, illegal immigration - what to do with it. ” And about this, Sergei believes, it is more important to say than about honest elections and political competition.
Konstantin Merzlikin, Deputy Chairman of the Presidium of the Russian People's Democratic Union , said that his organization would later decide whether its leader Mikhail Kasyanov will move on to these primaries. If the coalition manages to implement a party project, the question may arise that the structures, now in it, unite into a single party organization. The historical reference to the cadets has negative moments for the coalition - “because we know how it all ended,” but the name at the same time reflects the values of constitutionality and real parliamentarism, close to its participants.
“I don’t think there will be some kind of ideological struggle. The ideological platform we have at the entrance to the coalition, and not somewhere else. ” But the discussions on the nuances, of course, can be. Different points of view on socio-economic issues are more acceptable than in matters of general restoration of the constitution in the country. The coalition will support any candidate who will win the primaries. “Yabloko”, according to Merzlikin, is not ready to interact with the coalition, but the “right business” is “not the subject with whom it should be dealt with in principle”. If Mikhail Gorbachev or someone else expresses a clear desire to join, his proposals will be considered. But now Merzlikin does not see parties and organizations ready to join.
Boris Nemtsov , a member of the Bureau of the Political Council of Solidarity , said that the coalition was open to cooperation. And if those who want to join appear, they will react to them benevolently. Perhaps the united civil front of Harry Kasparov, one of the Social Democrats. With the cadets of the 20th century, the coalition "has no one hundred percent interconnection, but there is a certain similarity." Nemtsov hopes that the fate of the current coalition will be more successful than the cadets. He is sure that the discussions between candidates during the primaries will be conducted without attacks, and in general, he will choose from whom. For the first time, the candidate will be nominated not backwardly, but at a fairly representative forum.
