Unsuccessful missile launches from submarines during the Security-2004 exercises are not such a trifle as they are trying to imagine. The fact is that, according to the new military doctrine of the Russian Federation and the rearmament program, boats from which missiles did not take off should become the basis of naval strategic forces. And the fact that this gun did not fire either in the first act, or in the second, or in the third (they tried to launch rockets three times) means only one thing: we can lose our global Waterloo.

Here are the facts: the missiles did not take off from Novomoskovsk (K-407) and Karelia (K-18) - project 667 BDRM strategic missile submarines with the Dolphin code. The accuracy of their rocket weapons depends on the Gateway navigation complex, which performs astro-correction - clarifies the location of the boat.
This navigation complex, like many other things in strategically important submarines, is the development of the central research institute Dolphin, which is located in Moscow. The trouble is that the institute has been quietly dying for several years now. It was about bankruptcy. In theory, the research institute should be engaged in the support and improvement of secret equipment. In life, he is afraid of losing part of his territory and, until recently, did not get out of the lawsuits.
Last year, we reported twice about the dispute between economic entities around the research institute (Novaya Gazeta, Nos. 39, 60). The fact that the bankers (Russian Bank of Property Guardianship) demanded $15 million from Dolphin. That the former director of the research institute, who was involved in this debt, died in a strange way - he fell unsuccessfully in his apartment ... That we had original papers in the editorial office, proving that there was no debt.
We sent these documents to the investigating authorities in the summer of 2003. There is no official answer. Criminal case No. 84776 was either stopped or resumed at the level of the Department of Internal Affairs of the Western District of Moscow and the district prosecutor's office. And that's already good. To decide the fate of the naval element of the entire military doctrine of the Russian Federation could be entrusted to the district police officer.
However, he could do better. For example, they tried to draw the attention of the Prosecutor General's Office to this problem several times and in different ways. Not only us, but even members of the Federation Council. And all in vain.
Some comparisons come naturally. If you remember, the contraband furniture business of “Three Whales” was taken to the Prosecutor General’s Office almost immediately, the investigators did not have time to tie it up with shoelaces ... Regarding the Dolphin Research Institute, Yuri Biryukov, the first deputy prosecutor general, answered quite frankly: “Interference of the prosecutor’s office in cases of this category <...> is not provided. <…> There are no grounds for taking prosecutorial response measures.”
Could it be otherwise? There - furniture worth millions of dollars, and here - some kind of strategic tsatska ...
During last year's exercises of the Northern Fleet, President Putin and people from his retinue swore against the backdrop of nuclear submarines that they would do everything to develop and strengthen it (they spoke, of course, about the fleet, and not about Putin). Logically, not much needs to be done. To begin with, at least make up your mind: either cross out the naval part of the military doctrine of the Russian Federation in its current form and come up with something less expensive. Or seriously attend to the development of those research institutes and enterprises that provide it.
It is on this last example that it can be clearly shown that the main threat to national security is the bureaucracy and the lack of professionalism of law enforcement agencies.
PS Regarding the ill-fated missiles, Putin said so bluntly: “Create a commission to investigate the causes of these shortcomings, conduct an in-depth study as soon as possible and report to me on the results <...>. And outline measures <...> of a practical nature, where I myself could be convinced that the shortcomings were eliminated. Missiles to the President have been launched recently. But again, not the first time... Meanwhile, for a deep study of the problem, it is not necessary for the whole office to ride a submarine in anticipation of fireworks. It is enough to go to the Moscow Research Institute "Dolphin", if, of course, there is something left of it.
