As the head of the Russian anti -doping agency Yuri Ganus became an enemy of the state

It is strange not that Ganus and his agency ran into Yuri, but that it happened late enough. He managed to thoroughly steal the hornet's nest, and now you can’t drive the swarm back. Now someone else, although the resources of the parties are not comparable. In short, then after the audit report on the results of the inspection of the financial activity of the Russian anti -doping agency, his head in the eyes of the public appeared almost a corrupt official and a retirement who repeatedly exceeded his powers. The audit was ordered by the founders of Rusad in the person of the Olympic and Paralympic committees of Russia. Yuri Ganus considered that the conclusions discrediting the agency and his personally was an order designed to deal with him as a leader, to deprive the Independence Agency and reformat his activity in a spirit convenient for higher sports officials.

There were few international scandals initiated by external “enemies” - the internal can have a nominth resonance with consequences, almost equal to the most grandiose exposures and detachments. Because the displacement of Yuri Ganus, no matter what reasons it would be caused and no matter what reasons are arranged, will not be pleased with the head international organization and will most likely be perceived by Vad as an extremely undesirable action.

And this is exactly what the case is going on - on August 5, the Supervisory Board of Russia must determine the fate of the general director and the direction of further activities. It is clear that the new course will not differ from the previous one - tough and uncompromising only in words - and contact with WAD will have to be established in essence again. In the light of not completely lost hopes to take part in the Tokyo Olympiad at least in the neutral status, the current domestic scandal with an inevitable international echo, if anyone plays into hand, then only the most ardent hateers of Russia.

But the conflict has been going on for a long time, for at least a year, and its transition to the open phase with the use of the tool that goes far beyond the scope of the usual controversy was, in fact, inevitable.

The whole thing, of course, is in the personality of Yuri Ganus and in the position that he occupied, falling in the fall of 2017 on such an unusual post for himself. I think that he did not assume in a dream or in spirit, which would lead such a complex structure, and even in a crisis period, creating, in essence, a new organization. I am almost sure that he also could not represent the problem.

Behind Yuri Ganus, who graduated from the Higher Engineering Marine School named after S.O. Makarova, St. Petersburg State University, the International Banking Institute, the Law Institute of the Ministry of Internal Affairs, the Institute for the Training of Professional Corporate Directors, there were more than a dozen serious posts in various business structures. The only transfer can take half the page. It was this candidacy that Vad approved, despite the fact that in the field of sports management, not to mention the activity that was somehow related to anti-doping, Yuri Ganus was not seen. But the family of his classes said at least that he had experience and that he could build an independent position in a new field and defend.

What Russian founders and those persons who stood behind them were counting on is not known for certain. But, having agreed with the candidate of Ganus, they may have believed that the appointment with experience in the financial, economic and legal sphere knew the limits of his powers and will not go into the problem, dug up to its origins. Because people who approved his candidacy perfectly understood and, obviously, expected that the debutant would also quickly understand which borders could not go. To declare that we are against doping and will be directly to fight him, raising zero tolerance in the company in relation to this terrible phenomenon, is one thing. Doing something real is completely different.

It seems to be counted on Ganus as a cosmetologist. And he, it turns out, for no reason, is Poper like a tank.

He was told that it was necessary to put things in order in the organization, to be guided by international standards and with all his might to fight doping - he began to do it. Moreover, almost immediately went into the public field and really began to fight due to his understanding and awareness of the new purpose as a mission. Or even like that - as a mission. This, of course, was more Donky, rather than a sober and cautious approach to a multi -tiered and multi -valued deep problem, almost unsolvable at this stage of the country's life.

Yuri Aleksandrovich's firewood broke? Probably broke. Did you make mistakes and careless steps? Surely did. He did not take into account the mentality and inertness of the sports community, for which zero tolerance in relation to doping-just some words that have nothing to do with Russia? Obviously, I did not take into account. But he was explained that without a normally functioning unit there could be no full presence of Russian sports in the international sports space - and he accepted this as a basis. I will add - as the basis I accepted not just the restoration of the agency in rights, but its really independent functioning without any additional conditions and characteristics of the mentality.

While everyone was wondering who gave Yuri Ganus Cart Blanche and who stands behind him (because a normal person cannot just, without covering, rush at the embrasure), the reformatted agency of Ganus thoroughly passed the dark corners, the disqualification distributed to the right and to the left, which earned the approval of Vad and the deaf murmur of part of the sports community. The more Yuri Alexandrovich gained the trust of international structures, the stronger he felt resistance inside the country and the more actively behaved in public space. Undoubtedly success was the restoration of Rusad in rights, but the success was temporary. Ganus began to annoy, and the further, the more.

Gradually, his ill -wishers reached that no big people for Yuri Ganus were standing. Gradually, he himself realized that he should also defend himself.

He, to put it mildly, is unimportant, but in the course of communication with the audience, Ganus still developed a certain formula. It proceeded from logic, and the first line of defense was as follows: if doping is evil and brings Russia only troubles, then, fighting really with this evil, it protects national Russian interests. The logic is really flawless, but you will not frighten anyone and it will not protect from anyone. This Yuri Alexandrovich also understood quickly enough. As I understood the fact that no one is particularly trying to change the anti -doping culture, and the deeper he and his associates plunged into the material, the less they felt protected.

Nevertheless, Ganus nevertheless did not retreat, which seemed at least strange. Either he did not understand that his desire to act strictly according to the law causes at least rejection, or decided to continue the mission according to the principle of “water sharpening the stone”. Sometimes the composure was cheating on him - it is impossible to explain the direct appeal to the president of the country with an appeal to immediately begin to reform the sports movement, which was on the edge of the abyss. Is it necessary to explain that this call was turned into the void and that it will not wait for support?

The reaction of a large part of the sports community was also predictable - you look where I dared to turn! Look, what I swung - on the very existence of scrapers! Is he the only fighter with evil? Who delegated such powers to him? Who is he at all? What, the “laurels” Grigory Rodchenkov do not allow him to sleep? Under whose pipe he is dancing - is it not under the western pipe? Is he marking the leaders of Wada, “handing over” his compatriots? All evil from Wada, and he only knows that he fulfills his absurd and discriminatory requirements. We must fight with Vada, and not with your own!

Meanwhile, no one was going to fight with Vada. Because there is no resource for such a war, like Plan B, in power.

Sending the closest of all these “inquisitors” is one thing, but no one knows what to do next.

Yuri Ganus, no matter how relate to his position regarding the withdrawal of Russian sports from the crisis, adhered to the line of "cleansing and staying." That is, declared at all levels of the state line - but only in words. And Ganus also tried to do it, no matter what, and was ready to stand up for the price.

After Russia received a terrible blow in the form of exposing the partially falsified database of the Moscow Anti -Doping Laboratory with the prospect of four -year disqualification, the Russian sports authorities decided to fight back the lawsuit in the sports arbitration court. The observation council of the Russad, which Ganus is not included, prepared the necessary documentation. The general director was obliged to sign this appeal, and Ganus signed. Having added his special opinion to this that he does not agree with this decision. Afront meant that Yuri Ganus went to Va-Bank, finally quarreled with sports authorities and chopped off the path to retreat.

I do not want to write down the leadership of the OKR and the PCR in retrograde: they have their own reasons to be the dissatisfied actions of Ganus, whose violent activity, in their opinion, often goes to the detriment of the country, and PR in it is much larger than a real business. But the position “He takes too much for himself,” expressed only indirectly, eventually turned into direct opposition.

It seems that Yuri Ganus was unequivocally hinted that he had to resign - without any noise and dust. Ganus bit the bit in response.

It is strange that such an experienced functionary did not feel the danger when the founders announced the need to conduct an audit. The calm of the general director at the beginning of the action may be explained by the fact that previous inspections of serious violations were not revealed - he also thought that the case would be limited to technical errors. I omit the details of how the candidacy of the organization, which was supposed to conduct an audit, was agreed. One way or another, it was carried out, and sensational results leaked into the public space in the form of serious financial violations for 2018 and 2019, including the possible personal assignment by Yuri Ganus, an overstated amount of taxi costs in the amount of 11 million rubles, inappropriate spending of funds, and abuse of official position.

The patriotic community soared, Yuri Ganus rushed into a counterattack, and the Russian Olympic Committee found nothing better than publish a confidential (!) Report on his official website.

The publication aimed to confirm that nothing was invented that these are official conclusions made on the basis of a deep audit conducted according to international standards. The fact that the conclusions about violations are accompanied by the words “supposedly” or “possibly” should not be discussed at the little things: your hero and wrestler with evil are corruption.

Actually, the famous Serebrennikov Theatrical Business began in approximately the same way - even the amount presented by Yuri Ganus so far coincides as claims. Is it true,

The “sports case” has not yet turned into a criminal and, most likely, is unlikely to turn if Yuri Ganus himself leaves his post. But he had already managed to say more than once or twice that he was not going to do this.

Then the multi -page "exchange of courtesies" began. The founders believe that it was an ordinary planned check without any background, and they do not understand the inflated reaction of the defendant, whose explanations aim to get away from the essence of the issue. Ganus believes that this is essentially a raider seizure, the collision of dark forces, which materialized in the position of the OKR.

From the lengthy answer of Rusad to the accusations it follows that the audit was carried out tendenciously, without taking into account the specifics of the organization and its specific operating activity, that it contains information that could harm the work of Rusad. There is a reason: the activities of the anti -doping agency in essence cannot be completely transparent and open to everyone. It is easy to conclude from this that a corruption component is possible, but, again, it is rightly noticed in the answer of Rudada, hints are unacceptable here. They accused - prove that contracts with counterparties in the amount of 53 and 57 million rubles went to the personal enrichment of the head of the organization, that taxi costs and business trips were overstated, that the amount spent on in -depth adjustment of the English language, including personally the head of the Russada, does not belong to the number of necessary expenses.

Yuri Ganus is now like a wolf in the corral. He rushes from extreme to extreme, he accuses, defending himself, he even remembered his predecessors Nikita Kamaev and Vyacheslav Sinev, who passed away in the winter of 2016 with a difference of two weeks.

Functioners of this scale have not yet allowed a hint of their departure, this is generally a figure of silence. Ganus said that life is not going to finish suicide, and in which case his posthumous notes should not be trusted - as written against his will.

Someone can calculate such statements with a hysteria, but a person who owns some secret information may simply protect his life in such a non-trivial way. In general, as it can, it is protected.

He is not a hero. Not the enemy of the state. Not a villain. He simply rested “in the name of protecting national interests” - as he understands them. Sometimes it can be very dangerous.

And another bar, characterizing the position and activities of Yuri Alexandrovich Ganus on a difficult path of the fight against evil. When Maria Lasitzkene last summer scored about the growing catastrophe with Russian athletics, the first to support the champion was Yuri Ganus. And not just supported, but spoke about the consequences that the ostrich position of the then leadership of the VFLA can lead to. He could not say in all, but it was clear from the text: they do not admit fraud now - he would have to pay several times more. And if only to pay ...

Then Yuri Ganus was explained from above that he needed to do his own business and not go where it is not necessary.
