The Chairman of the Investigative Committee, Alexander Bastrykin, was very much expected in the city of Alexandrov (Vladimir Region). As Novaya Gazeta has said more than once, in December 2010 Alena Senatrusova, a resident of Alexandrov, broke through to the head of the Investigative Committee, who was on a working trip to neighboring Gus-Khrustalny. On her initiative, 24 Alexandrovites signed an open letter, which dealt with the merging of crime and law enforcement structures, as a result of which businessmen came under double pressure. If they refused to pay, the bandits set fire to their property, and the police and investigating authorities simply did not initiate cases on these facts (more than a hundred unsolved cases of arson at the time of signing the letter). If the law enforcement officers needed to uncover the “hanging”, the traditional Russian arsenal of means was used: threats, pressure on witnesses, unmotivated detentions, torture, sometimes with the involvement of bandit comrades.
For a year and a half, after the change of the head of the Internal Affairs Directorate, the situation became somewhat better, but not for those who waged a public struggle. So, for example, the son of Alena Senatrusova was convicted under several criminal articles at the end of June (for details, see No. 69 Novaya). The local "resistance" seemed to have been completely crushed. But then Bastrykin nevertheless came to Alexandrov, as he had promised a year and a half ago, in order to conduct a personal reception of citizens.
A few dry lines from the official website of the Investigative Committee: “On July 9, Alexander Bastrykin held a reception of citizens in the city of Alexandrov, Vladimir Region. At the reception, which lasted from 14:30 to 20:30, Alexander Bastrykin personally received 17 people. In addition, 17 people were also received by the employees of the central office of the Investigative Committee. Complaints received during a personal reception related to various issues, including the work of the investigative bodies of the Russian Investigative Committee in the Vladimir region, the legality of court decisions, as well as the actions of employees of the internal affairs bodies of the region. At the same time, most citizens complained about various social and domestic issues. The course of consideration of all accepted complaints was taken by the Chairman of the Investigative Committee for personal control.
Of course, local law enforcement officers did everything to ensure that Bastrykin's meeting with the people took place in sterile conditions. Pre-registration at the local Investigative Committee was called a prerequisite . And this despite the fact that a good half of the citizens were going to complain just about his head, Ryabov, who, in turn, a year and a half ago, was not too lazy to call all the signatories of the letter to Bastrykin for questioning in order to find out why they complained.
Such a condition immediately cut off part of the walkers. However, before overcoming their fear, the more determined Alexandrovites had to at least find out that they needed to record somewhere. This could only be done by regular readers of the official website of the Investigative Committee of the Vladimir Region , where the relevant information was posted. The local press and television remained silent, although the visit of a first-line federal official for a remotely provincial town is an extraordinary event. (For example, now the city has one perfectly paved route, but the detours are still killed so much that it is no longer possible to make them worse, no matter how hard you try.)
However, in Aleksandrov, as in any provincial town, a traditional means of network communication has been developed - word of mouth, thanks to which 21 people have previously signed up for an appointment. And on the day of the visit - Monday, July 9 - it turned out that there were actually more applicants: some ran to the building of the local Investigative Department already when the reception began. I remember my grandmother - she was worried about dirty nails: “I was weeding, and then my grandfather jumps out, says that in the city of Bastrykin. So I just put on a decent dress, washed my hands - and ran here.
However, in addition to pre-recording, citizens' access to Bastrykin was also limited by face control. It was carried out by the first deputy head of the Investigative Committee for the Vladimir region, Colonel Yuri Borulenkov. He did not allow a single witness in the case of Yevgeny Senatrusov “to the body”, stating that all, without exception, came to the meeting drunk (for joy, or what?). By the way, the Novaya correspondent also got into this black list.
However, the court had already reacted “critically” to my testimony as a witness, and I did not strive to get an audience with the head of the Investigative Committee at all costs. Because she was already able to listen to the stories of those who came to see the head of the Investigative Committee of Russia.

Maybe it seemed to me, but these stories also made a strong impression on Bastrykin - he eventually ordered to accept everyone, regardless of whether they signed up in advance or not, and listened to them for six hours without getting up.
By the way, the process has begun. The same Alena Sentatrusova, whom Bastrykin listened to for more than an hour, received a call from Vladimir a week ago. They invited Alexander Elantsev to a personal reception with the head of the regional Investigative Committee. In fact, a very bold "investigative experiment": can regional law enforcement officers adequately work out a case that is under the personal control of the head of the Investigative Committee, or again - "the honor of the local uniform"? After all, the stakes are high. According to Vladimir Samarin, deputy chairman of the Guild of Russian Lawyers, who was at the reception with Senatrusova, Bastrykin said that if law enforcement officers really worked in this case as the residents of Alexandrov (and Novaya) say, then criminal cases should be initiated against them. Moreover, on the initiative of Bastrykin, a special unit should be created in the Investigative Committee to investigate crimes committed by police officers. Alexandrov in this regard is an ideal testing ground.

Two entrances collapsed there. The house was serviced by the management company Kommunalshchik. The investigation was to be completed. But so far the people responsible have not been punished. This management company is the only one in the whole city. Tragedies may continue.
Recently, in a neighboring house, they shot from pneumatics at the elder in the house. She was hit in the nose. They didn't even open a criminal case. But they just wanted to get away from this management company ...
Nina Boyarskaya:
My son was sentenced to 9 years for a crime he did not commit. On May 12, 2011, he did not come home from work. For days he disappeared somewhere. I wrote a missing person report. Then he was brought from the police department of the city of Kolchugino and charged with the murder of a man.
This guy was found dead on the street. Chupenkov arrived ( at that time, Lieutenant Colonel Aleksey Chupenkov headed the ORC of the Aleksandrovsky Internal Affairs Directorate, now - the local state drug control. - Yu.P. ), began to interrogate his cohabitant. The girl was in an insane state, they were drinking there for several days. Maybe that's why, or maybe for some other reason, she said that my son had been drinking with them all this time. On this basis, he was detained.
And my son just came to visit that guy from work, where every day he was on a shift until the evening, and all this was recorded by production cameras. The notes were attached to the case, but for the investigation conducted by investigator Kholina, this did not become important evidence.
And all three of our witnesses, after the trial, when the son went through the stage, were taken to the police department and kept there for 10-12 hours, and now criminal cases have been opened against them.

- Our house is emergency, everyone was settled out of it, except for me. It was a federal program for the resettlement of emergency homes. We had a communal apartment, incorrect information was provided to the housing policy department, as if I were a member of the family of my neighbors. This mistake was corrected through the court, which confirmed that I was a separate waiting list, standing in line since 2004. But the Department of Housing Policy offered me to move into a three-room apartment with a strange family.
In January 2011 I gave birth to a girl. She had a heart defect and died. Throughout my pregnancy, I lived in a house where the heating was turned off (and to this day it is turned off), I went to the courts pregnant. I thought, now I’m giving birth, and everything will be resolved for me, because I’m right.
A week ago, I went to an appointment with the head of the Aleksandrovsky district, Smolin, and I was received by the lawyer Belous. I returned home from a meeting, and part of the ceiling collapsed right in front of my face. I immediately called the administration, and Whitebeard answered me: “If you are scared, enter where they assigned you.”

“They stole a bag with 125,000 rubles on my Alexandrov-Kirzhach bus. Surrounded by hefty foreheads and cut off the bag - only the handle remained. So the police did not even take a statement. But a criminal case was brought against me.
I am a journalist. Published material according to the data of the Accounts Chamber, taken from open sources, on the activities of the local committee for the management of municipal property (KUMI). The noise was great. They organized a meeting with the head of KUMI Gromov. At that moment, I was going to leave Alexandrov for good, I was selling my house and my website. Well, at the meeting, I casually jokingly suggested to Gromov: "Well, buy a house, you will drive a woman."
But our conversation was recorded. And then, from some of my words and even syllables, they glued together a text, on the basis of which they accused me of blackmail and opened a criminal case. It was stopped because the examination showed that the recording was crudely edited. I rehabilitated, but during this time I suffered three strokes, and received meager compensation.
Marina Mareeva:
- I am a former senior investigator of the Department of Internal Affairs Aleksandrov. For several years, the dwellings and shops of entrepreneurs who did not want to pay tribute to the bandits were deliberately set on fire in the area. Our investigative department is on the trail of those who commit these arsons. They were members of the organized crime group. I issued several instructions, but not a single department carried them out. And they decided to make me extreme, for not bringing the investigation of arson to the end. Then I wrote a report to the region, saying that the Department of Internal Affairs of the city of Alexandrov was inactive, did not want to wage war with organized crime groups. A large number of inspectors arrived from Vladimir, the facts were confirmed. I defended myself, but no one was punished, and I had to leave.
