Shortly before the presidential elections, a meeting took place between V. Putin and S. Stepashin, during which Putin suggested that the latter, instead of being nominated for the post of governor of St. Petersburg, rejoin the presidential team as Secretary of the Security Council of the Russian Federation. S. Stepashin agreed with this proposal, but put forward a number of conditions, including the expansion of the powers of the Secretary of the Security Council in terms of coordinating and controlling the activities of a number of law enforcement agencies (the Ministry of Internal Affairs, the FSB, the State Customs Committee and the tax police. As for the SVR, FPS and the Ministry of Defense, then they are not included in this list.
In addition, Stepashin proposed to Putin a new form of work with power ministers, who, in his opinion, should contact the president not directly, but through the Secretary of the Security Council - for a more complete and clear study of the issues reported. Thus, Stepashin intends to become the third or even the second official of the country, whose powers can be comparable to those of the prime minister.
However, shortly after the conversation, Stepashin received an ultimatum from the presidential administration to take the post of chairman of the Accounts Chamber.
It turns out that Putin does not coordinate the planned new appointments with his inner circle.
The candidacy of the future prime minister has not yet been precisely determined, but V. Putin would like to see Y. Primakov in this position. Putin favors him in many respects - loyal, without ambition, enjoys wide public support, and is not associated with corruption and oligarchs. However, Primakov, in a personal conversation with Putin, noted that the post of prime minister would be painful for him due to his age. In the circle of people close to him, Yevgeny Maksimovich said that he was inclined to the proposal to take the post of Russia's representative to the UN. Other proposals - on the appointment of the Minister of Foreign Affairs of the Union of Russia and Belarus, as well as an ambassador to any of the prestigious countries - he considers frivolous.
