Konstantin Sadovedov is a veterinarian. He has bruises all over his hands - from the fact that he goes to sambo - and a quiet voice. I'm assuming he has a quiet voice. He just speaks loudly to me. His office is separated from the operating room by a purely symbolic partition. There, in the operating room, a woman is crying, whose car ran over a spaniel an hour ago. Now Sadovedov has to speak louder, although he could simply ask that woman to leave the premises.

Sadovedov is the defendant. He's on a criminal case. Once I went on a call to operate on a cat. He examined the animal, prepared for the operation, filled the syringe with ketamine to give pain relief. Now they want to put him in jail for ten years.

The operation took place in the apartment of an operative worker of the State Drug Control Service Kurylev, the operative worker Voskresenskaya turned out to be the owner of the cat. And the four-colored yard murka itself is referred to in the case as "a person to whom the sale of drugs was carried out."

Officials of the Ministry of Agriculture, who forgot to put ketamine on the list of drugs approved for use in veterinary medicine, did not think that their oversight would cost doctors so dearly. The State Tax Committee was not slow to take advantage of this forgetfulness. Across the country, dozens of criminal cases have been filed against veterinarians. The Ministry of Agriculture has already repented and added ketamine to the ill-fated list, but the punitive machine cannot be stopped. And Sadovedov is now a defendant.

Kostya Sadovedov served on the border with Tajikistan for several years. When I was graduating from my veterinary academy, I received an order for officers from the military department. It was possible to go to the Kaliningrad customs “to check the trucks with sausage”, it was possible to stay in Moscow altogether, but Sadovedov chose one of the two “tickets” to Tajikistan. He decided that he would block drug trafficking.

- We have a section of 280 kilometers, there are only 16 frontier posts on it. Naturally, there are not enough people, and you have to guess where they will go next time. The ambush must be set up discreetly. You can sit in ambush for a week or two. If they drag dudi across the border - this is such a very strong drug that you can smoke - then the security will be strong. And there are usually no more than five of us ... I never shoot until a person crosses the border. Although it could. While others shoot. But I leave a choice: you leave or you are a criminal.

Then, with the cat, the employees of the State Tax Committee did not leave Sadovedov any choice (he could not help stabbing: the cat would die). Meanwhile, the law on operational-search activity qualifies their actions as a provocation. Information obtained in this way is not evidence. Employees who used this technique should be judged themselves.

Sadovedov's lawyer, Yevgeny Chernousov, petitioned for the recognition of the experiment conducted in Kurylev's apartment as illegal. But Judge Anatoly Sevryukov rejected his request without explanation.

The judge categorically does not allow Sadovedov to be defended. He constantly rejects the requests of lawyer Chernousov, although the demands set out in them are quite legal. Satisfaction of any of these motions would result in the closure of the case.

An investigative experiment and detention in a residential area, according to the same law on operational-search activities, can only be carried out with the sanction of a court or with the consent of all residents. Neither one nor the other was obtained during the investigative experiment in Kurylev's apartment. Judge Sevryukov himself was surprised that the law, it turns out, has such a norm. Probably, Major Kurylev, the detective for especially important cases, who signed the decision to conduct an investigative experiment in his own apartment, also does not know the laws. Like the head of the State Tax Committee for Moscow, Major General Chuvaev, who approved this resolution.

Kurylev, who was afraid that he was in trouble with his ignorance of the laws, said that no one lives in that apartment, everyone was discharged. But he had no reason to worry. As soon as the lawyer demanded to request a certificate from the housing office about those registered in the apartment, the judge immediately rejected his request.

Now the key point. The main, so to speak, trump card of protection. You will laugh, but the State Narcotics Control Service, which deftly cracks down on veterinarians, has no right to conduct experiments, searches, and arrests. Not in apartments, not in clinics, not on the streets. Neither in relation to doctors, nor in relation to drug dealers. And it doesn't have that power. The 40,000-strong army, which did not fit in the former building of the tax authorities on Maroseyka, was not legalized. The law on Gosnarkokontrol has not yet been adopted. This body exists in accordance with the presidential decree, and this is an ordinary by-law. The president's decree does not spell out the rights of the committee to carry out activities related to the restriction of freedom of citizens.

But the employees of the State Tax Committee said that veterinary medicine is their territory, and now they themselves set the rules on it. It seems that Putin has already spoken about this. Quite sharply, by the way, he spoke out. But this did not produce any result.

- I'm always worried. But it's not fear, it's anxiety. Still from the border remained. Always - day and night, at home and at work. It will probably never go away. I go to church, I talk with the priest. I'm talking about killing people. But they could have killed me too. It seems to me that this is fair: either I, or me ... We go to set up an ambush at night and we know that someone will return, and someone will not. Everyone is talking, and then suddenly they are silent. As per command. And I just physically feel that we are all together. I know this very well. Both my father and grandfather are border guards.

The state drug inspectors are also people in uniform and also try to stick together. Recently, together with the Prosecutor General's Office. At the end of January, the Prosecutor General's Office, alarmed by rumors that there were a lot of violations in ketamine cases, demanded several pieces for verification. The Sadovedovsky case was not among them, but the rest, in fact, are identical to it: the same provocations, the same illegal detentions. After some time, the veterinarians learned that all cases, apparently, will be closed legally. But a few days later, the State Drug Control Service breathed a sigh of relief: it turned out that the Prosecutor General's Office had no complaints about the cleanliness of ketamine cases. Managed to find a common language.

However, the State Tax Committee also does not serve animals. If a few months ago, Deputy Chairman of the State Tax Committee Alexander Mikhailov was ready to tear his shirt off in order to bring the cases of veterinarians to court, now the defendants are being unequivocally hinted: behave well and you will not get more probation. And Cherkesov says that in each specific case a decision will be made that "will not exceed the degree of public danger of the offense." But excuse me, Viktor Vasilievich, what social danger does an analgesic injection pose to a cat?

The State Tax Committee in the current situation must defend the honor of the uniform. Only in the State Tax Committee they forget one important point: they see a suspended sentence as a compromise, but for veterinarians it is the collapse of their whole life. A convict under a “narcotic” article will not be able to work in any veterinary clinic. All. Where should these people go, who all their lives have been doing nothing but curing animals? What should they do? Sweeping paths at the zoo?

— I recently removed the flux from a dog. Injected several times with local anesthesia - did not take. And no more. And the dog had a cardiac arrest in the middle of the operation. He didn't. Pumped out for an hour and a half. But the hostess did not understand anything, she thought that the teeth were treated only in this way.

If your pet is going to have a difficult operation and you are afraid to do it without anesthesia, then there will be a lot of people who want to offer you the next way out. For a certain amount, a person comes to the clinic with a syringe, who injects your pet with his own hand and thus takes all the risk. Make no mistake, this ketamine was brought into Russia illegally. This is a new business. There is a demand - there is a supply.

Lawyer Chernousov talked about the current situation with Deputy Prosecutor General of the Russian Federation Sabir Kekhlerov. In an informal conversation, he told the lawyer that recently ketamine had just been pouring into Russia. Ketamine couriers are constantly delayed, but the flow does not weaken. So a new ketamine market has been created.

PS In veterinarians drug inspectors seized tightly. Now we've come up with a new way. The State Tax Committee sent out a request to clinics with the following content: did you use ketamine in 2002-2003? If you did not use it, then indicate what preparations it was replaced with. The calculation is unmistakable. Well, who now admits that he used ketamine? And since doctors have been without this medicine for so many years, it turns out that it is possible without it.

We know the position of Viktor Cherkesov: ketamine is prohibited, doctors charge crazy money for injections. Everyone must be equal before the law. However, the same Cherkesov perfectly understands: the fight against veterinarians is by no means a priority. And it was possible to achieve results by no means repressive methods. Let's see which ones will prevail in the State Tax Committee ...
