The Arkhangelsk authorities no longer support the construction of a landfill on Shies. But the project is not closed

The agreement on the maintenance of the investment project for the construction of a landfill on Shiies is terminated. The corresponding order of the government of the Arkhangelsk region was signed on June 2, the Minister of Economic Development of the Arkhangelsk Region Ivan Kulyavtsev was officially announced the next day. On June 3, the project “Ecotechnopark“ Shies ”was excluded from the register of priority investment projects of the region. The agreement was concluded a year ago - May 20, 2019. The social networks and the loyal authorities of the media are full of triumphant relations that the “North defeated” and the order of the government, they say, means the closure of the construction on Shiies. Meanwhile, it has more relations to the September elections than to the situation at ShiES station.

Alexander Tsybulsky, appointed by the acting governor after the record holder of the anti -ratings of Igor Orlov, announced a critical attitude to the construction from the first days in Arkhangelsk. In any other situation, no chance of victory, even taking into account the admin resource, in September, he would not have. A similar position was taken by Tsybulsky’s neighbor, synchronously appointed by the acting head of Komi Vladimir Uyba.

Refusing a landfill on Shies is a kind of crutching for September elections,

To prepare for which you have to in the sprint regime. The second crutch from Tsybulsky was knocked out by his fellow countrymen from Naryan-Mar, who was previously led by an official. A sharp rejection of the idea of ​​uniting districts leaves a candidate without a dowry - without oil oil. So Shies is the only trump card.

At the same time, it was announced to break off relations with Technopark LLC, so to exclude the very possibility of talking about the victory of popular protest. Ivan Kulyavtsev at a government meeting said that the reason for the termination of the agreement is that construction work has not been actually carried out at the station from last year, that is, the project to implement the project was actually terminated.

There is no conversation about environmental risks or a sharply negative attitude of the local population. On the contrary, the cause of the “divorce” is that the landfill was built too inactive.

There is indirectly the merit of activists in this: the construction site was taken to the blockade, and the developer was forced to deliver the fuel for astronomical money by a helicopter, and each step of the builders was recorded by protesters, complaints and courts followed. By the way, one of these ships - the lawsuit of the Urdomskoye municipality to Technopark - won: by decision of the court, builders need to dismantle the hangar and hostel. However, the developer appealed, which has not yet been considered, and so far there is no talk of any reclamation of the disfigured taiga.

The exclusion from the list of priority does not mean the full closure of the construction project of the largest landfill in Europe. If only because the governor Igor Orlov not only concluded a terminated agreement with the Technopark, but took over obligations to the Moscow government.

Another important nuance: the scandal around the future landfill on Shies has long ceased to be local. On July 20 last year, the then head of the region received an order from the president of the country to resolve the issue taking into account the opinions of residents. How exactly this opinion should be recorded, it remains unclear, but for someone who is following the agenda in the north, it has never been a secret:

Mass rallies and unlimited pickets in cities and towns, huge support of the camp of protesters at the construction site itself - if all this is not the expression of the population of the population to the project, then what?

However, the deadline for execution of the order has already been extended twice. Moreover, not only deadline has changed, but also the “population”, the opinion of which is significantly to solve the problem. On the request of the deputy of the Moscow City Duma, Yevgeny Stupin, on May 29, the answer came to the control department of the presidential administration: the deadline was extended until September 21 (that is, on the “after the election”), and the opinion will not be taken into account by the abstract population of the region, but the “People’s Front”. Additionally, it is indicated that the results of this assignment have the status “for official use”, that is, they are not subject to publication.

As for what is happening now on Shies itself-builders and guards are still there. Not so long ago, food was brought to them by rail. The protest camp is also worth it. No side is going to leave.
