In Voronezh, Zafeddin Mikailov, ex-head of the Federal Agency for Federal Property Management (FAUFI) in the Voronezh Region, was convicted (4.5 years in a strict regime colony) for taking bribes worth 4 million rubles.
Mikailov had his first problem with law enforcement back in 2006. Then the prosecutor's office announced a major corruption case, conducted searches in the offices of firms close to the leadership of the FAUFI, as well as in the houses and dachas of the leaders themselves, who allegedly profited from state property (more than a hundred objects), renting it out at bargain prices to "their" firms . And they sublet them at market prices.
The FSB again detained Zafeddin Mikailov in September 2009 when he received another “tranche” of 100,000 rubles from businessman Afanasy Kham for a low rental rate for premises in the center of Voronezh. Mikailov explained that he had borrowed the money: he and Ham were old friends. A criminal case was opened under Part 4 of Art. 290 of the Criminal Code of the Russian Federation on the basis of Ham's testimony that in five years he gave Mikailov bribes worth 4 million rubles.
Internal audits revealed more than 20 large federal state unitary enterprises, which were corporatized with the help of Mikailov and soon declared bankrupt. Federal lands were rented out at very low prices, an order of magnitude lower than market prices.
The indictment, however, included only a bribe from Athanasius Ham. The prosecutor's office asked for six years for Mikailov, but was satisfied with four and a half years in prison. When the verdict was announced, Judge Khoroshilov pointed out that Mikailov's actions were not only dangerous, they undermined the foundations of the state. And right from the courtroom, the former head of the regional property fund went to a pre-trial detention center, from where he was released at the end of last year on bail of one and a half million rubles.
Zafeddin Mikailov explained to Novaya Gazeta that he did not take bribes; the investigation did not find any luxury goods, foreign accounts or real estate in his possession.
