On Monday, it became known that Taimuraz Bolloev, head of the Olimpstroy state corporation, resigned. Almost immediately, Sergey Gaplikov from the apparatus of the Government of the Russian Federation was appointed to his place.
The rearrangement coincided with the initiation of criminal cases on embezzlement of millions of dollars. Scandals and high-profile resignations have shaken the state corporation since its inception.
The first president of Olimpstroy was the ex-head of Transneft Semyon Vainshtok. But, having taken office in September 2007, he left after six months. According to Novaya Gazeta, shortly before leaving, Weinstock wrote a memo to Putin, then president. He informed the head of state about the problems with the purchase of land, which required 85 billion rubles, about the uncertainty of plans for Olympic construction.
Weinstock was replaced by Viktor Kolodyazhny, who was urgently sent to conquer Olympstroy, having been relieved of his post as mayor of Sochi. He was a protege of the Kuban governor Tkachev, which did not quite suit Moscow. Kolodyazhny steered the corporation for a little over a year and resigned in June 2009. Now he heads the Federal Registration Service for the Krasnodar Territory, and he is not visible on the socio-political stage.
After Kolodyazhny, the founder of the Baltika brewing company, Taimuraz Bolloev, was appointed president of the state corporation. He was not eager to go to Olympstroy, but he could not refuse Putin. Bolloev was not enthusiastic about how the Olympic construction was going on, he did not particularly hold on to his chair, although he did not state this publicly. He was also not pleased with the scandal with Vladimir Leshchevsky, deputy head of the Main Construction Department of the Administrative Department of the President of the Russian Federation.
Novaya Gazeta has repeatedly reported on Leshchevsky's involvement in the corruption scandal surrounding Olympic construction. In addition, in recent months, the state corporation has been hard hit by the "greens", who are trumpeting flagrant violations of the environment during the construction of Olympic facilities.
On Monday, when Prime Minister Putin signed an order for the resignation of Taimuraz Bolloev, information appeared about the initiation of 27 criminal cases of corruption in Sochi.
Moreover, six criminal cases have been initiated on the fact of embezzlement of 23 million rubles from Olimpstroy: a number of employees were employed by the state corporation on fake documents and received their wages illegally. Be that as it may, Bolloev officially left "for health reasons."
Now the former chairman of the cabinet of ministers of Chuvashia, and recently the deputy head of the apparatus of the Government of the Russian Federation, Sergey Gaplikov, has become the president of Olimpstroy. He took the Olympic post after Putin's official order. How long?
