The Kremlin plans to introduce fines in the amount of 1 percent annual revenue for technological giants that are not subordinate to Russian laws, reports Reuters with reference to three sources. The initiative will affect companies such as Facebook and Google.
The proposals of the presidential administration are contained in the document that the Kremlin sent for reviews to the "industry players." The agency refers to three sources familiar with him - these are employees of two technological companies, Russian and foreign, and lobbyist.
But the new rules will be fins on market giants will be possible many times as new "violations" are detected. The size of the fine will increase significantly: according to the current laws, Google can be fined a maximum of 700 thousand rubles, and one percent of last year’s annual revenue of the Russian representative office of the corporation is $ 6.87 million (457.65 million rubles). It is unclear how fines in Russia (like Facebook) will recover fines from companies that have no representative offices in Russia.
Simultaneously with fines, it is also assumed to preserve the possibility of blocking services that do not fulfill Russian laws. According to the source in the lobbying group, the companies of the technological industry could support the increase in fines if they were imposed "honestly" and replaced locks, and not used simultaneously with them.
The main claim to Google and Facebook by the Russian authorities is that they have not yet fulfilled the law on the law on personal data that have entered into force on September 1, 2015, obliging the Internet companies to store Russian data on servers in Russia. As the head of Roskomnadzor, Alexander Zharov, said in September, in December the department will verify compliance with the law with Facebook and Twitter.
On October 25, Roskomnadzor reported that they would initiate an administrative case against Google due to the fact that the search engine did not begin to remove sites prohibited in Russia on time. Part 1 of Article 13.40 of the Code of Administrative Offenses (non -fulfillment by the operator of the search engine, the obligation to connect resources prohibited in Russia to Russia), legal entities are facing a fine of 500 to 700 thousand rubles.
