The bill approves the notification nature of the mass events, which should change the so far that has existed. The time of public events is stipulated - from 7 a.m. to 23 pm, the status of its organizers and participants, who can be both ordinary adult citizens and the current political parties.
As the deputies (mainly from United Russia) noted when discussing the project in the second reading, the law became more "liberal and democratic." In addition to the introduction of a notifying nature, amendments were made to the document that allow the organizers of the measures to “send a notification” to the executive authority. Earlier, the official could decide whether to accept or not this notification. "
Meanwhile, as a result, the law was actually unchanged for the third reading. The rally can still be prohibited-both on the eve and directly in the course of the event. True, the word “ban” itself does not appear in the document: a new concept has appeared in the text of the document - “coordination”. According to the project, "the organizer is not entitled to hold an event if the executive authority or local government did not agree on a change in their motivated proposal to the place and time of the public event."
