"Who is crazy?" - That was the name of the book of Zhores and Roy Medvedev, published in London in 1971. In July 1992, we received one of the main achievements of the Yeltsin era: excellent, no worse than in the West, the law on psychiatric care. It seemed that punitive medicine was excluded from practice forever. But on March 6, 2013, a member of the Federation Council Oleg Panteleev turned to the authorities, to Valentina Matvienko, with a request to change this law. The authorities did not re -repair and gave an order to the relevant committee.

And then, on the first channel, a PR surgery of the type of campaigns “to combat ...”-supposedly with the hopelessness of the “psychos”, which bother the neighbors, bred unsanitary conditions, but which cannot be hospitalized due to the “bad” law.

That is, he is naked, and many thousands of rallies, and the normal press, and the “echo of Moscow” are screaming about this. However, they tried ice all the time: will it break? Remember the story with Larisa Arap: she wrote an article about cruelty with children in psychiatric hospitals, and her herself was barely pulled out. The case with Alexei Manannikov from Novosibirsk, the senator of the Yeltsin times, who went out on the square with the slogan “Putin is better than Hitler”, was even more ugly. Putin (or his slander) turned out to be ungrateful, and Manannikov was sent to a stationary examination. He announced a dry hunger strike. But here the doctors were smarter than the Chekists: in three days they conducted an examination, recognized as sane and released from the hospital. The story with Nadezhda Nizovkina and Tatyana Sttsura, after one of the shares on Red Square, also looks bad: doctors threatened with a six -month treatment for “improper behavior” - a refusal to name the name and surname. It’s good that human rights activists intervened in time.

Solzhenitsyn said that the seizure of healthy people in psychiatric hospitals is a crime against humanity, that it is not better than a gas chamber, but the torment of the killed “evil and length”. If the guarantees of the rights of citizens during its provision are thrown out of the law on psychiatric assistance, that is, lawyers and the judicial procedure, two links will remain in the fate of civil activists: the Center “E” (either the police, or the IC, or the FSB) and the psychiatric fastener.

A couple of years ago, a psychiatrist from Serbsky spoke to Julia’s examination brought from the association “P.O.R.T.O.S” that a normal person cannot go to rallies. How does this differ from the "delirium of truth -use"?

We are no longer threatened by an electronic bracelet, but a banal all over. The authorities are distraught and wants to finally restore the Soviet surroundings.
