The war for the Bashkir inheritance. Murtaza Rakhimov, how Two decades guarding the sovereignty of his power in the subordinate territory, surrendering the last borders
“The throne under Murtaza Rakhimov was staggered” - almost all 18 years are talking about this, that the irreplaceable leader of Bashkiria is in power. But now, apparently, the situation is really serious. This is evidence and the latest news: the Minister of Internal Affairs of the Republic of Bashkortostan Rafail Divaev, a man from the near circle of President Rakhimov, was sent to resign.
The throne is without support
Sources say: Moscow is full of determination to redistribute property in the republic, which owns the largest center for petrochemistry and oil refining in Europe. Gazprom, Rosneft and AFK System will indicate how to divide the last large petrochemical asset that does not belong to the vertically integrated companies. The Rakhimov clan, and the son of the President of the Urals for many years was a de facto master of the largest enterprises of the republic and entered the list of billionaires (according to Forbes estimates, his fortune is $ 1.8 billion, according to the financial magazine-$ 2.5 billion), risks losing both enterprises and power.
The resigned Rafail Divaev for many years was a support for the regime. Rakhimov did not give him even after the “cleansing” of the Bashkir district center Blagoveshchensk, who was famous for the whole world. 1 The leadership of the Ministry of Internal Affairs of Russia has repeatedly issued an idea of the incomplete official compliance with General Superior Divaev, but each time after Rakhimov’s personal intervention, the resignation was canceled.
The fact that Moscow will not stop at the removal of the influential Bashkir security forces, not only five commissions that simultaneously checked the entire law enforcement system of the republic and even the regional branch of the United Russia party, but also “combat operations”, which have been extended from the beginning of summer before the beginning of autumn of this year.
Moscow Front
On the day of the actions of the trade unions “For decent work!”, Which was celebrated throughout the country, a crowded rally was held in Ufa. He went under ordinary duty slogans, but among them there were banners, which seemed to be not related to the agenda. "Bashkortostan + Rakhimov = Confidence in the future!" And even Panberetsky "Murtazi, you and I!" The same panel was in the hands of fans at the hockey match “Salavat Yulaev” - “Ak Bars”. The match is undeniably important for the inhabitants of Bashkiria and Tataria, but why did it take not the athletes, but their chief fan (both coach and judge!) - President Murtaza Rakhimov and demonstrate this support on the All -Russian screen?
And the resolution of the aforementioned rally included words about indignation "attempts by certain political circles to unleash the information campaign to discredit the republic and its leadership in the federal media." Even Prime Minister Rail Sarbaev spoke about the information war at a meeting of the Bashkiria government. And again the question: why are the upper people in Ufa so excited? But what.
The struggle goes for the right to inherit the Bashkir throne after Murtazi Rakhimov, who is 75 years old in February. Therefore, a salvo of negativity, 2 federal television channels against the ruler of Bashkiria, was perceived in the republic as a signal: the Kremlin wants to see his protege in Ufa, and by no means the heir to Rakhimov.
Bashkir front
“Military actions” in the summer began the head of all Bashkirs. Rakhimov did not like that the head of his administration Radiy Khabirov wanted to take to Moscow, to the administration of the Russian president. Moscow has repeatedly taken pressure measures to Rakhimov, 3 actually unanimously controlling federal and regional property in Bashkiria. But each attack ended, after cunning trade, a draw. This time, Rakhimov, according to the Ufa political scientist Albert Miftakhov, could have thought that Khabirov is being prepared in his place, and if not, at least with his help they would look for compromising and legal weaknesses of the positions of the current Ufa government.
In July, a working group of the anti -corruption commission of the Republic of Bashkortostan was created, which included the leaders of the power and fiscal authorities. In the report of the Chairman of the Control and Audit Chamber of the Republic of Belarus Valery Kurguzov, the Republican Parliament, and then in the central press 4 towards Moscow, the accusations of “abuse of the official position, bribes, manipulating the electoral process”. They even tried to exclude him from the United Russia party.
Murtaza Rakhimov spread more than once with former favorites, growing up in potential competitors. But this time Moscow showed perseverance: Radiy Khabirov received a position in the administration of Medvedev. Even in the party he was restored. And criminal cases were closed as quickly as they were open. Moscow, in turn, by means of controlled by the media reminded Rakhimov of his previous sins, including a printing house with false ballots discovered during the last elections of the President of the Republic.

In 2003, Moscow in a rather difficult situation for Rakhimov supported him in the second round of the presidential election in the republic, and from him in response received assurances that control over the former state property, which has passed to the structures of the Rakhimovarod, to put it mildly, controversial manipulations, will be divided with the federal government. But again, having chosen the president, Rakhimov Sr. was in no hurry to fulfill the agreements. Then Moscow launched multibillion -dollar tax claims and arbitration courts. Once the republic was capable of processing 50 million tons of oil per year, now due to the aging of installations-smaller, but still-a tidbit. Oil companies have long been arguing for control over it. Manifesting between them, Rakhimov for a long time managed not to let out a profitable business from his hands.
It is known that different "towers" of the Kremlin were supported by different companies. The group of the current deputy prime minister Igor Sechin, chairman of the board of directors of Rosneft, the maneuvers of the Rakhimovs were especially annoyed. Dmitry Medvedev, when he was the chairman of the Board of Directors of Gazprom, was more supportive to the Bashkir authorities. Not without delay, but he managed to achieve one of Rakhimov’s promises: Gazprom received the largest in the country of the Salavatnefteorgsintez chemical plant.
But now with The Imain has changed. As the PR services in Ufa and Moscow frankly recognize, the group of Vladislav Surkov, which used to be his support in Moscow, wages an information war against Rakhimov. Obviously, after the March elections the circumstances changed sharply. The need to bargain was dropped: to the next all-Russian elections of Rakhimov, which always guaranteed the victorious 80% on the electoral field subordinate to him, is unlikely to appear, the age is still. Therefore, in the spring of 2008 they decided to bring arbitration deeds to the end.
In response, Rail Sarbaev, personally devoted to the Urals Rakhimov, became the second person in the system of power of Bashkiria. For some time, Ufa newspapers pay him almost as much attention as his chef. The people are clearly indicated to the heir.
Tested weapons
In the situation, when there is no public political struggle, its functions, albeit curved, performs the fight of the consequences, ships and incriminating evidence, that is, denunciations. The weapon, which is useful in a fight, is stored ahead of time. Many of those who convicted Khabirov are under pressure themselves. On some, criminal cases were once instituted, as a former lieutenant of the tax service, now the State Duma deputy E. Kulmukhametov. Some are now under investigation, as the former head of the local registration chamber S. Kaybysheva (Kudryashova). The rest either personally threatened, or hinted at the strip of position of relatives. By the way, it was the pressure on witnesses against Khabirov that was the last straw that led to the resignation of General Divaev.
On the other hand, a blow to the new premiere followed. The State Duma deputy Irshat Fakhritdinov appealed to the Prosecutor General’s Office and its Investigative Committee with statements that Sarbayev, still being the Minister of Land and Property Relations of the Republic of Belarus, initiated dubious operations to return almost a billion rubles of VAT from the Yumaguzinsky reservoir LLC.
The most serious baton that Moscow saves against the Rakhimovs (in chess they say, the “threat is stronger than execution”) is the trial of the former Senator from Bashkiria Igor Izmestiev. The investigation has long been completed, the courts over the killers of the so-called “Kingisepp group” were held, and the ex-Senator, who is accused of organizing the activities of this criminal community, is kept in preliminary imprisonment. Apparently, it is believed that Igor Izmestiev, the former closest employee of the Urals Rakhimov, his company Korus, on preferential conditions, delivered raw materials to the oil refinery, may begin to say in court in whose interests the acts were made to him.
Another defense site vulnerable in the information war is the personal life of the only son of Rakhimov of the Urals. The presidential heir in marriage does not consist and officially does not have children in the fifth ten, so there is no one to transfer “Forbes” capital. The first channel without much hesitation showed a report from the hospital in which Rakhimov Jr. spends most of the time due to diseases caused by way of life. To counteract the republic, a rumor was launched about the illegal daughter of the Urals Murtazovich allegedly growing in Moscow.
Autumn Patriarch
Why do the Kremlin need an information war? They would remove and everything, current laws allow. But the fact of the matter is that the struggle does not go for a chair, but for money and shares. The story of Mikhail Gutseriev, who, after the attack on Rusneft, sagged with a decent capital, served as a lesson. And while oil, petrochemical and ore assets will not go into the right hands, the Rakhimovs will more and more often be attacked.
Murtaza Rakhimov has never been the worst leader of the region. But he has always been the only (as, say, from Shaimiev in Tataria) a distributor of posts and blessings in his region. Many of his associates, tired of unpredictability, went into an opposition, which, however, is now not heard in the republic. On the eve of the 75th anniversary, he, as a ruler from Marquez’s novel “Autumn Patriarch”, watches the collapse of the system he created.

The inspection disputed four chains of crushing control packages of shares of TEC enterprises (52–64%). Until the spring of 2006, the shares belonged to Bashkir Capital LLC, the controlled son of the President of Bashkiria to the Urals Rakhimov. Then the packages were divided into four identical parts (13-16% of the shares of each company), transferred to four charitable funds, and a little later they were introduced into the authorized capital of the same investment companies. According to the tax authorities, the change of the owner without payment of about 30 billion rubles. income tax meant an antisocial transaction. On December 3, the ninth arbitration court for the first two cases with the participation of the Yuryuzan and Agidel funds confirmed the legality of the collection of shares in state revenue. These two decisions have already entered into force. ”
