The State Duma on April 20 adopted in the first reading a bill on the demolition of Khrushchevs in Moscow. “For” - 397, “against” - four, one refrained. The initiator is Sobyanin, who was supported by Putin.
The name of the law: “On amendments to the Law of the Russian Federation“ On the Status of the Capital of the Russian Federation ”and certain legislative acts of the Russian Federation regarding the establishment of the characteristics of the renovation of the housing stock in the capital of the Russian Federation - the city of federal significance to Moscow”. The essence of the law is the abolition of the institution of private property. So far in Moscow. The next, by the way, Peter.
On the eve of the voting in the State Duma, the Presidential Council for Codification and Improving Civil Legislation gave a completely unambiguous description of the next scam Sobyanin, indicating, first of all, that this draft law completely ignores the principle of privacy.
Article 35 of the Constitution of the Russian Federation claims that “no one can be deprived of their property other than by court decision. Forced alienation of property for state needs can be made only if preliminary and equivalent compensation can be made. ”
The fact that the State Duma accepted on 04.20th in the first reading directly contradicts everything that is written in the 35th article of the Constitution. Not only does a person be taken away from his will without a court, he himself will not be able to file a lawsuit against robbery. You can only complain about the “equivalent” of the housing provided in return. This elegant replacement of the word “equivalence” from the constitution for the word “equivalent” from Sobyanin is one of the many traps placed for one and a half million Muscovites by an experienced hunter Sergei Semenovich Sobyanin, put on Moscow, not only for theft, but also to cleanse the capital from residents.
In practice, this replacement of a word from the constitution with a word from Sobyanin means this. You have an apartment in the center or in a good place next to the metro with normal infrastructure. Its cost, if it is, for example, “treshka”, maybe 12 and 18 million rubles. According to the “Sobyanin” law, you may be granted “equivalent” housing in the same or in the neighboring area, and if you live in the center, then in general in any area, for example, in New Moscow. The price of such an apartment, for example, in Shcherbinka may be about 6 million rubles. Since “equivalent” means only the footage. That is, you can steal half, or even two -thirds of the value of your property, according to the “Sobyanin” law.

The most noticeable positive consequence of the Gaidar reforms is the privatization of housing. Millions of people have become owners of real property. In the course of the struggle with the cursed nineties and the eradication of their consequences, the Putin regime reached this heritage of the era of frantic liberalism.
At first, Muscovites checked for strength when Sobyanin arranged a “night of long buckets” and demolished many objects of private property: pavilions, kiosks and other buildings, in which thousands of small entrepreneurs traded, repaired, provided all kinds of useful services. Sobyanin called the documents certifying the ownership of the ownership of demolished objects. The fact that these pieces of paper were issued and signed by his officials was not embarrassed by Sobyanin.
Muscovites wiped off. In the 15-millionth city, the Night of Long Buckets directly and seriously affected the interests of less than one percent of citizens who have lost business and work. The rest decided that this did not concern them and continued to live as if nothing had happened. Sobyanin felt that he could do anything with this city. Now he came for ten percent of Muscovites.
The ideology of housing privatization in the 90s was based on respect for the personality of a person, the idea of freedom of choice. In the USSR, you were serfs with the state, now you are a free person. Here you have - your apartment. It costs one hundred thousand bucks or twenty thousand. Sorry, who was lucky in a past life. But now it is yours. If you want - live, if you want - sell it, buy cheaper, start your own business for the rest, and you want to go. You are the master of your fate. The ideology of the Sobyaninsky law and all its policy in Moscow is diametrically opposite. She is in the new transformation of people into serfs who have no right to choose.
The only person that Sobyanin consulted with, deciding the fate of the 15 millionth city, was Putin. Putin approved, and the car drove. After that, everything is useless. It is useless to ask what will happen to commercial real estate in demolished houses. That is, with those enterprises of small business, the owners of which were so naive that they decided to invest in the creation of their business in Moscow.
It is useless to ask what funds to move to pensioners, people with disabilities and the poor, to which they will equip new housing.
It is useless to ask what will happen to the Moscow budget in the process of what the Sobyanians for some reason called "renovation." Since the revenue part of the Moscow budget is 1.7 trillion rubles, and the price of “renovation” is 3.5 trillion. With this ratio, the entire project turns into a black hole in which Moscow’s money will disappear, investors' money and other funds that no one can control, since no one can answer the question of the scam and about how this whole banquet will be paid.

The fact that the inhabitants of the dilapidated, emergency housing is high time to resettle, this is an axiom. At the same time, it is not at all necessary to do this in the deportation mode, as Stalin did with the “wrong peoples”. If we proceed from the prerequisites that are not presentable for Putin’s officials that people live in Khrushchoba, it would be quite possible to resettle these people, giving them a choice: either moving, or monetary compensation for market value. That is, to act according to the Constitution, and not to beg from Putin a special zacacon, violating this constitution.
There have been no questions to Sobyanin and Putin for a long time. To the deputies of the State Duma and even more so. Question to Muscovites. What exactly should Putin and his gang do so that at least a million would go to the streets of the capital?
