On February 1, the proposals of the General Council were supported by the centrist fractions of the Duma. The essence of the design, as you know, is as follows: the elections of the heads of regions are proposed to be considered that are held if any of the candidates received support at least 50 percent of registered voters (in the first or second round), and in the elections of regional parliaments to establish a similar bar of 25 percent. Corresponding amendments to the law "On guarantees of electoral rights of citizens" is planned to be considered already this month, when the law itself is put up for the second reading. Meanwhile, according to most observers, in this form they are absolutely impassable. If they bring them to life, this will cause an epidemic of disruptions of regional elections in the near future.
Therefore, the Duma sources perceive the centrists as a trial ball of the Kremlin. On the one hand, the presidential administration thus probes the reaction of the heads of regions to the possible cancellation of "comfortable" rating models of local elected legislation (one tour, the sufficiency of a 25 percent voter turnout, etc.) of this kind of innovation, many presidents have been introduced in the last two years. On the other hand, the possibility of making such changes to the elected legislation and the Constitution is probing, which would allow the head of state in the event of a breakdown of the elections to independently appoint temporary chapters of the regional executive branch. According to sources in the Duma, the proposals of the Party of power were developed with the close participation of the deputy head of the presidential administration and secretary of the State Council Alexander Abramov. It seems that Abramov is chosen from the opal where his colleagues pushed him - the head of the administration, Alexander Voloshin and his deputy Vladislav Surkov.

There, so far, the victory of the local Minister of Internal Affairs Khamzat Gutseriev, the protege of the ex-head of the Republic of Ruslan Aushev, is going to the victory of the local internal affairs. The outcome of the April elections of the Governor of the Penza Region, where the “promoted” member of the Duma faction of the Communist Party of the Communist Party, Viktor Ilyukhin, can also inspire fears.
As it became known to the Franes.ru, recently the president urgently recommended Surkov to "focus on the Duma." The head of the Coordinating Council of the four centrist factions and groups (and part -time head of the Unity faction) Vladimir Pekhtin Loyalen Surkov. But no less influence on the position of the Prochrevskaya "four" is exerted by the chairman of the General Council of United Russia Alexander Bespalov. This functionary, which has won the hardware nickname "Secretary General", is known for its proximity to the "St. Petersburg" wing of the administration. And, according to rumors, resolutely suppresses all Surkov’s attempts to take control of the construction of a “party in power”.
But in the society of the less ambitious ex-secretary of the Moscow Regional Committee of the Komsomol Alexander Abramov Bespalov, apparently, he feels much more comfortable. Alexander Sergeyevich, according to the rumors, has recently become almost the closest adviser to the head of United Russia. Perhaps this is an aest possible chance for Abramov to regain his lost political influence. In the end, wasn’t he, Abramov, warned: allowing the heads of regions to run for a third term, does the Kremlin dig a hole for himself? They didn’t listen to him - and what happened?
