Whose administrative resource is cooler

The chances of Duumvirov. If both-both Putin and Medvedev-nominated their candidates for the post of president-2012, then how will they share the administrative resource? The New Times tried to analyze the situation in the regions.
The necessary result in polling stations in the provinces is provided by two main forces. These are, firstly, the governors: it is in their hands that cash flows are concentrated, and therefore the tools of influence-control over the directors of schools, hospitals, prisons, where urns for voting are located and where, as the practice of the last 10 years shows, the greatest stuffing of the necessary votes is ensured.
The second resource is the prosecution authorities: they are the function of supervision, including the electoral legislation: without an employee of the prosecutor’s office, it is impossible to reveal the urn in any polling station if the observer finds violations. All reports of violations during voting and counting of votes are sent to local prosecutors, which they decide whether to arouse the audit or not.
Thus, governors provide the desired result, and prosecutors make this result legal.

Dmitry Medvedev in three years replaced a little less than half of the heads of regions and a considerable number of prosecutors. Those regions where Medvedev also has their own governor (we emphasize: not a reassigned Putin frame, but chosen by Medvedev himself, although agreed with the prime minister), and his supervisor, they will rather provide victory to the youngest member of the tandem (these regions are marked in blue).
The same regions in which Prime Minister Putin retained his proteges will rather provide victory to the prime minister (regions are marked with red).
Thus, Medvedev can turn out to be 14 regions, among them-Dagestan, Rostov and Novosibirsk regions, and 28, including such as the Krasnodar Territory, Chechnya, St. Petersburg.
In the remaining 41 parts, none of the douumvir has guarantees that he will be able to subjugate the entire administrative resource: in some regions, Medvedev managed to change the governors, and the prosecutors - Putin, in others, on the contrary, everything is good with the prosecutor’s office, but the heads of regions are loyal to the prime minister. Accordingly, we divided them between the duumvirs according to the principle of first -person loyalty.
Another important factor is not taken into account in our map: by whose banners in the regions, security forces can stand in the regions. Obviously, a corporation called the FSB is unlikely to change his affection for a person who brought the Chekists to power and made them rich.
Another thing is the Ministry of Internal Affairs. It is obvious that the entire reform of the police was started by Medvedev, first of all, in order to put in the places of his generals and colonels - now police officers and thereby ensure the support of at least one power department. However, the security forces may be needed by duumvirs only if the electoral process goes into a direct collision.
