Signatures are cheap and high -quality

In the vocal investigation published on Thursday on Thursday, the “smoke curtains” entitled: as pseudo -universities to simulate civilian participation in the elections ”, the mechanisms of use of state and semi -state organizations in the campaign of Vladimir Putin are examined in detail.

According to paragraph 7 of Art. 61 of the Law “On the Elections of the President of the Russian Federation”, legal entities “is prohibited from free or at unreasonably underestimated (high) prices for the performance of work and the provision of services <...>, directly or indirectly related to the elections and aimed at achieving a certain result of the elections.”

According to representatives of Putin’s headquarters, 1.6 million signatures were collected in total in his support. At the same time, according to the CEC of Russia, a little more than 5 million rubles were spent on these purposes, that is, the price of one signature amounted to 3.13 rubles. This is ten times lower than its “market” value: not a single collector of signatures for that kind of money will work.

Signatures for Putin were collected, in particular, the Victory Volunteers movement. They opened all over the country to the collection of signatures for the current president, and then they themselves handed them to the CEC. “Victory Volunteers” are one of the official organizers of the Immortal Regiment campaign, which is supported by the state “RospatriotCenter” and “Rosmolodezh”. The founders of the movement are former and current officials working in the “patriotic” direction. Over the past two years, “volunteers” received 63 million rubles from the federal budget, plus subsidies in the regions and grants.

The heads of the regional branches of the "volunteers" are often officials and, thus, their work is paid from the budget. Or these departments are created on the basis of student trade unions, which universities provide premises for free.

In total, 40 out of 76 regions managed to identify, where there are branches of “victory volunteers”, in which these departments are guided by officials or employees of budgetary institutions.

In addition to the Victory Volunteers departments, Putin's supporters are opening throughout the country, who also participate in agitation for it. In two weeks from the date of the first headquarters in Volgograd, such organizations opened in more than 100 universities in the territory of 40 regions. Often (there is confirmed information on Smolensk, Ryazan, Kaliningrad and other areas) premises for the work of student headquarters are provided by universities. What is a direct violation of legislation prohibiting political agitation in educational institutions.

Gongo for "honest" elections

Alarmed by the appearance of independent organizations of observers in 2011-2012, the Kremlin decided, in contrast to them to create his own, so-called Gongo (Government-Organized Non-Governmental Organization, non-governmental organizations created by the state). “The main“ infantry ”among them was to become the“ Corps for Clean Elections ”, established by the“ Association of Russian Lawyers ”just in 2012. They were sent to Putin’s candidate, and Tina Kandelaki was engaged in PR works, ”writes Voice.

In addition to the “corps”, the organization “National Public Monitoring” is actively working on this field. It is known for invites to the elections as observers of representatives of the Kremlin of the extreme right -wing European parties. Which then on the air of the State Academy of Sciences say that in Russia the elections are no worse than in Europe.

On February 20, the secretary of the Russian Public Chamber formed by the authorities Valery Fadeev promised to organize “total surveillance of the elections”, sending to each of the 96 thousand sites of observers from public chambers. He said that more than 70 thousand citizens are ready to sign up for observers.

The Voice notes that in all the above cases - in the “victory volunteers”, and in the “student headquarters”, and in the history of observers, the same human resource is involved - an asset of youth organizations controlled by the state. However, the authors of the investigation are considered, they are not able to expose 100 thousand observers. “Apparently, under the guise of these organizations, the groups, state employees, other groups and paid observers, traditional for the authorities, will be mobilized,” they write.

Meanwhile, there are no serious violations in the CEC during the current elections. So, for example, Kramols did not find there in a demonstration on the “First Channel” of the documentary of Oliver Stone about Putin.

“The interview and the film as a whole do not contain calls to vote“ for ”or“ against ”the candidate, do not prefer any candidate, do not contain a description of the possible consequences of the election or uncleaning of any candidate, are not accompanied by positive or negative comments about candidates,” said the head of the CEC Ella Pamfilova .
