
Three public organizations in the Ulyanovsk region, close to the leadership of the region, came one after another with hard appeals regarding both events in Ukraine and in Russia. They are designed in a conservative way and fully correspond to the assessment of the events that is presented on federal television channels. The cultural, national-cultural and military intelligentsia, which is part of these quasi-NCOs, willingly become an ideological support for power.
The Council on Interethnic Relations under the governor of the region made his appeal first. The Council stated that he was outraged and concerned about the frequent information attacks on the value of a unified Russian statehood. “It is clear to us that there is a scenario of the destruction of Russia,” the text says. “The essence of this scenario is to tear the peoples of Russia from power, to declare power the cause of all disasters, all the bad.” This script, as the authors of the text is seen, is running in Ukraine today. The authors of the appeal claim that, by the desire of Russians, to be proud of their history, their heroes and leaders are methodically inflicting “cynical information blows”. The Council proposes to speak "in defense of traditional Russian values." The initiator of this statement, deputy head of the regional Jewish national-cultural autonomy, Valery Rogatskin admitted that the film “Biochemistry of betrayal” shown on the “Russia 1” channel inspired him to this appeal.
“I watched this film with enthusiasm, learning for myself: well, General Vlasov’s museum in the suburbs, a huge private museum,” says Rogatskin. - They show how intelligent, smart and so on he was. And when they came to advice, I said: '' I want a word! I appeal to you: you need to create from such tips and public organizations a national wall against such creeps ''. Valery Rogatskin proposes to actively confront extreme nationalism in Ukraine, because, according to him, “Ukraine is a prelude to Russia ''”.
The events in Ukraine were also devoted to the special appeal of the Russian House regional organization (it is engaged in folk culture) with a proposal to morally and financially support “our brothers and sisters in Ukraine”. The appeal says "about the real threat to the lives of hundreds of thousands of people close to Russians by blood and spirit." “We offer to immediately hold a meeting of the public of the Ulyanovsk region, at which to express support to a healthy, truly patriotic forces of a fraternal country and organize funds for them,” the text says. The head of the “Russian House” Tamara Kulyabina said that the fundraising was never organized and that the statement was largely outdated, but not in everything: “It is not outdated that the power chosen by the people should remain power and serve the people that statehood should be maintained. This is relevant both in relation to Ukraine, and that the Russians are vigilant and not allow this. ”
Finally, the appeal of the public council of military personnel, veterans of the Armed Forces and law enforcement agencies of the Ulyanovsk region under the governor was published . Based on Ukrainian events, the authors of the statement harshly criticize the Rain television channel with his survey dedicated to the Leningrad blockade, and the Echo of Moscow radio station, on the website of which publicist Viktor Shenderovich (in the text of the statement - “A certain Shenderovich”) in his blog compared the 1936 Olympics in Germany and the composition of the Olympiad, Having proposed to reflect how the performance of the best athletes influenced the rating of the leaders of these countries. Veterans say that their patriotic feelings were offended, and they say about the mentioned media as follows: “Is it really not clear that they are the enemies of our Russia, that they want to build their Russia according to the Western model?” On behalf of 22 veteran organizations, the letter says: “We - veterans, military personnel and ordinary residents of the Ulyanovsk region - do not feel protected by law by such angry attacks (the style of the original —s.G.). Did we really not have the example of Ukraine, the collapse of the statehood of which was provoked, including the absolute permissiveness of '' freedom of speech ''? "
In circulation, this freedom of speech is proposed to “clarify” based on the “life realities of recent years”. The head of the Public Council is the regional governor Sergei Morozov, and his deputy is Anatoly Gorodko, who compiled the text of the appeal. Gorodko claims that, despite the strict formulations, the governor blessed the Governor: “Of course, we not only informed him, but the text is published with its approval.” It is curious that, approving the text calling for restrictions of freedom of speech and pissed to a bit of anti -Americanism, the Ulyanovsk governor Sergei Morozov went to the United States for three days, where he advertised the investment potential of his region and discussed the possibilities of bilateral cooperation.
Open letters have a target audience. The addressee of the appeal of the Council of military personnel is legislators in whose power to fasten “freedom of speech”. The National Relation Council turns to those who, like members of the Council, believe in the existence of an external scenario according to the collapse of the country. Enough to rely on power, you need to build a wall against these attempts, says Valery Rogatskin. And the “Russian house” is addressed to everyone who is ready to support the “truly patriotic forces” in the word and deed in Ukraine. Local nationalists heard calls: on the VKontakte social network, a group “Ulyanovsk against the Maidan” was created , which announced on March 6 the action “For Peace and Constitutional Order in Ukraine”. The purpose of the event is to “support the efforts of the Russian Federation to prevent the fratricidal civil war in Ukraine”.
The responsible official of the regional government, who agreed to speak on the terms of anonymity, appreciated the statements of Ulyanovsk social activists as politically short -sighted and not taking into account the complexity of the situation that is constantly changing in Ukraine. Most of the citizens of Ukraine, both in the West and in the east of the country, stands for changes, so the rhetoric of Ulyanovsk appeals is largely outdated, the official said. He applied the terms “obscurantism” and “idiocy” to these appeals and expressed regret that the statements are published on behalf of social structures that the governor is patronized.
The Ulyanovsk political scientist Nikolai Vasin explains the emotions and pathos of statements by a contradictory and incomplete nature of official information, in particular, about events in Ukraine, where, in his opinion, a lot of citizens, choosing between nationalism and corrupt authority, considered nationalism less evil. “We have no art of making acute issues for public discussion,” Vasin believes. - And if there were such an opportunity, there would be other, apparently less sharp expressions, we would have heard other views. But in our region there is no public policy as such. ”
There are no policies, but public statements to the public and intelligentsia in defense of the authorities have become a tradition in Ulyanovsk. In particular, last year, open letters of cultural workers were published in support of the Plastov International Art Award worth 20 million rubles, established by regional authorities, as well as in support of the policy of Governor Morozov in the field of culture.
The Ulyanovsk human rights activist Igor Kornilov considers the statements of the Soviets under the governor “militarist”, but says that they should not pay serious attention to them, because these tips themselves are decorative and “fake”. “He was given a team“ from above ”,” Kornilov believes. “It is more important that Morozov signed agreements with the Americans, and now all this is most likely covered.”
Ulyanovsk
