Six months of rallies, festivities with and without poets, pickets and processions could not force the authorities to move on to a constructive dialogue with protesters. Often, authorities are trying to put the opposition as a bunch of those who do not know what they want, nihilists. But anyone who has visited a major rally of the very recent opposition understands that there are requirements that all participants in the protest movement share. Unfortunately, so far they have not been formulated clearly and clearly, which would allow communication with the authorities to the channel of a real discussion. That is why the current “political elite” has the opportunity to protest as non -constructive. It is time to explain to people what the protesters want, and to present to the authorities clear demands.

The slogan "For honest elections", uniting people, many of whom went to the square and boulevards, is still relevant. But it's time to say what needs to be done to make the elections honest. After all, even if a miracle happened and re -election occurred tomorrow, the result would hardly have changed - problems are systemic in nature. You can dismiss Churov, but they will immediately find a “worthy” replacement for him.

It's time to say why we are going to, for which we wear white ribbons and do not leave to spend the night from the boulevards home. The still popular slogan “Russia without Putin” is deceptive, and its further use will only lead to false personalization of the problem and exacerbation of the conflict, but not to the necessary change in the political system. We do not want to change one Putin for another, we do not want new ones instead of the old “crooks and thieves”.

The Maisky Theses Extra -Party Public Movement arose in the occupation of Occupayabai and formulated the requirements (“May theses”), which, under their sequential execution, will allow peaceful and legally to create conditions for the access of alternative opinions into the country's political life - all the political forces of Russia are interested in this, except for one.

Stages of the implementation of "May theses"

I Stage: Freedom of speech

To carry out reforms, a space is necessary to discuss them and expression of their opinion. No reform can be carried out "backstage." Citizens of the country have the right to know what is happening and express their opinion about it. If there is no possibility, society has no chance of monitoring government representatives. That is why it is necessary first of all to ensure the observance of the guaranteed right of citizens to the free public expression of their opinion.

Moreover, a significant part of our fellow citizens today is actually in a state of information blockade - from large television media they receive distorted information. It is possible to change this situation only through the formation of competition between large television channels. In the space of television as the largest and most influential media channel, pluralism of opinions and positions should be ensured - large federal television channels, economically independent from the state, should arise.

II Stage: reform of the electoral system

Then, in an open public discussion, a reform should be carried out, ensuring the independence and objectivity of election commissions at all levels. It is necessary to change the methods of forming election commissions, including the CEC, as well as amendments that ensure the possibility of effective control by observers.

According to the current Constitution of the Russian Federation, the referendum is the highest direct expression of the power of the people, but in fact, citizens of the country are deprived of the opportunity to directly express their opinion in the legally. It is necessary to make a really executable procedure for initiating a referendum “from below”. This is the only way a referendum will become a real factor in political life as it should be.

Stage III : re -election

The implementation of the first two stages provides the possibility of holding honest and free elections. Then it is necessary to re -elect the current authorities. Only then will state power be legitimate.

Stage IV : Constitutional Assembly

The current constitution was adopted in extreme conditions. Today, the need for a wide public discussion of many of its provisions, especially regarding the powers of the president, the separation of powers, the relationship of the authorities of the federal, regional, district and municipal levels and many other aspects of the country's political structure. On the basis of these changes, it may become possible to effectively carry out judicial, police, municipal and other reckless reforms.

In addition, the Constitutional Assembly may decide on the immutability of the existing constitution. In any case, we consider it necessary to make amendments to the Constitution regarding the expansion of the circle of issues brought to the referendum, and the ban is elected by the president for more than two terms.

All this can be implemented by nominating the following requirements to the current state power:

1. 1. To comply with Article 31 of the Constitution about the freedom of meetings and cancel the Federal Law "On meetings, rallies, demonstrations, processions and pickets." Planned amendments to this law are strictly unacceptable.

2. Ensure the independence of television from the federal government. Make the leadership of public television administratively independent from the federal government. The accepted public television project is a pure fiction. If the leadership is appointed by the authorities, then the independence and impartiality of the television channel can not be discussed.

3. Change the procedure for the formation of election commissions. Members of the election commissions should not be appointed by the President or representatives of the executive authorities.

4. Simplify the procedure for initiating and conducting referenda of any level, from federal to municipal.

5. Re -election of the State Duma, the President and the heads of all regions with the new system of election commission and the existence of public television.

6. Call the Constitutional Assembly to discuss changes to the Constitution. In the shortest possible time, the development of the Federal Law “On the convocation of the Constitutional Assembly” (based on a transparent democratic procedure) is necessary. Further, the Constitutional Assembly should consider the problems of the separation of powers, powers of the president, etc.

Regardless of the decision of the Constitutional Assembly on the revision of the Constitution of the Russian Federation, the following amendments should be made to the Constitution:

   7. remove the word "in a row" from Article 81 of the Constitution of the Russian Federation. The President of Russia can become no more than two times.

8. Ensure the opportunity to bring the issue of dismissal of a representative of legislative, executive or judicial power of any level to a referendum.
