According to the “New”, except for the boss, seven more people have been detained, but the prosecution has so far been brought only by two: Khamkhoev himself and a certain operative of the Central Bank. The detention was carried out by the employees of the Federal Security Service of Ingushetia.
Information that the chief of the Central Bank himself appeared on Wednesday in the morning, but it was difficult to believe in it, especially since neither the Investigative Committee, nor the FSB, nor the Ministry of Internal Affairs officially confirmed this fact. And only today, by dinner on the website of the Incourse Committee of Ingushetia, a message appeared about "robbery, committed by a group of persons by prior conspiracy."
Police Major Timur Khamkhoev has been fulfilling the duties of the head of the Republican Center for Combating Extremism for three years. He is a very odious person: the institution he headed in the republic is often called "torture". However, until yesterday, the Investigative Committee was deaf and blind to the testimony of victims of violence by the CPE employees. Moreover, many of them directly call the official documents the name of the chief. Here are just a few episodes. I will make a reservation: neither these stories, nor medical examinations of traces of torture, nor other evidence were still interested in investigators.

On July 15, 2016, during an interrogation in the building of the Central Bank of Ingushetia, Magomed Daliev died. The man was detained on suspicion of robbing a bank that occurred several days earlier in the city of Sunge. The matter was resonant: the Rosselkhozbank branch was robbed, the production amounted to 12 million rubles.
The official cause of Daliev’s death is a heart attack. Relatives suggest: a 50-year-old man died, unable to withstand the torture. The wife of Magomed - Marem Tochieva - spent the whole day in the CPE building. The police tried to make the woman admit that it was she who, for a couple with her husband, robbed the bank.
“I came to the Sunzhensky District Department of Internal Affairs, where I was called for interrogation. They put on a black bag on their heads, completely wrapped them with tape, leaving a small hole for air. At first they beat there. Then they took it to the CPE. They put them on a chair, their hands were tied with tape. They beat on the head something heavy. We put on wires on the fingers and let the current. They demanded recognition. Then they removed the golfs, sandals and put the wires to my feet. The discharges of the current became even stronger, simultaneously beaten in the head, across the face, and a stun gun was assigned to their stomach. Then they began to force vodka into their mouths, ”she later recalled. Two people who participated in torture are called directly (the names of the editorial office are known).
The statistics of the “work” of the Ingush CPE can be filled with a number of videos and photos of evidence that exhaustively testify to the medieva of the employees of this institution. However, so far, if the relatives of the victims were able to achieve criminal cases against the facts of torture, then only in relation to the "unidentified employees of the Central Department of Internal Affairs of the Ministry of Internal Affairs in Ingushetia." Things are investigating slowly, or do not investigate at all. As, for example, the case of a young guy, Magomed Aushev: he was suspected of storing weapons, tortured, he miraculously did not remain a disabled person. Since January 2015, there is no movement in the investigation of this case.
CPE employees do not even spare their own. Khasana Katsieva, the Office for the Economic Security Office of the Ministry of Internal Affairs of Ingushetia, on the morning of February 21, 2014 was called by his chief Alisher Borotov.
“I went into the office,” Hassan recalls, “Timur Khamkhoev sat there. Borotov pointed a finger at me: here he is, take it to him and work. ” The CPE building, a black package on the head, current, humiliation - according to Katsiev.
Katsiev specialized in corruption and, as part of his investigation, gathered a dossier to six senior employees of the Ingushetia Ministry of Internal Affairs. “Documents,” says Hassan, “they were irrefutably proved that these people, on behalf of the Minister of the Ministry of Internal Affairs of Ingushetia, General Trofimov, extorted bribes from entrepreneurs.”
While the guy came to his senses in the hospital, he retroactively fired from the organs of the Ministry of Internal Affairs "of his own free will." And the documents collected by him disappeared without a trace from the working safe. For several years, he has been trying to bring his colleagues to criminal liability and recover at work - so far to no avail. Law enforcement agencies are not even embarrassed by the fact that employees of the CPE - an institution that should specialize in extremists and terrorists - worked against their own, spitting on job descriptions.
I must say that such methods of work of employees of the Center for Combating Extremism are characteristic not only for Ingushetia. Each of the republics of the Caucasus has its own complex specificity of relations between security forces and authorities. In only one they are similar: centers to combat extremism are special institutions whose powers are blurred, and the subordination scheme is opaque. A peculiar caste of untouchables even for the state, whose employees are given a mandate for any, including doubtful from the point of view of the law, actions.
