Looking at the recent “Christmas tree” conflict between city and railway officials and residents, one could once again be convinced that they don’t know how to work with the public, and if they try, they do it clumsily and boorishly - hello to the former chief beautifier of the city, dissatisfied "
the cries of the inhabitants
» regarding the cutting of perennial fir trees near the building of the railway administration.
After such “work” with the population, it was already useless to explain to someone that cutting down was indeed long overdue, that the trees swelled the sidewalk and interfered with the operation of the underground passage between the Russian Railways buildings, that, finally, some of the trees could simply collapse from the first hurricane, - after an initially dismissive approach to informing the inhabitants, they finally decided for themselves who the enemy of nature is here and on which side they themselves should be.
The head of the district admitted that a couple of years ago he himself was against the future construction-perestroika (he, as it turned out, is also a local resident), but he was convinced by the facts and the scarcity of alternative options
Approximately the same was my attitude, as a resident of the Oktyabrsky district, to the plans of the district administration to launch rapid construction on the site of a public garden near Pimenov Square, not far from the State Public Scientific and Technical Library. To be honest, I already forgot that this square was not so long ago a refuge for homeless people and alcoholics, that in the local thickets even a real settlement arose from the huts of those same homeless people, which was precisely the administration that contributed to bringing the square into a civilized form - the main thing for me was that officials secretly want to cut down native birch trees, atu of these intriguers, and for how long!
Upon closer inspection, it turned out that this was not entirely true. Firstly, no one is going to cut down anything - trees suitable for transplantation are promised to be partially transplanted, such as shrubs, which are planned to be planted in the park in memory of soldiers who died in local wars, and partially preserved right there, in the park, only by moving to a more comfortable platform. Secondly, this is all done for a reason, but out of necessity - it is here, under the square, that pipes will be laid, through which heat will go to several new houses on Kirov Street at once, connecting them with CHPP-5 and preventing possible breakthroughs without that overloaded heating mains in the future - everyone remembers the famous "fountains" on
Lie on
as tall as a nine-story building. And finally, thirdly, all this global construction is only being planned, and now there is a public discussion of the future redevelopment of the square and solving problems with heat.
However, I learned about all this later, having gone to a meeting with specialists from the district administration, to confess, not as an impartial journalist, but as a resident who was already in the throat of the voluntary decisions of the authorities on infill development, cutting down greenery and other “improvements”.
Contrary to my expectation, the meeting was attended not by some selected and approved personnel, but by quite ordinary people, like my neighbor Galina Prokopievna, who is engaged in landscaping at her level (we call it “the head of the house”). I don’t know if such meetings and discussions were held before, but the residents were, it seems to me, pleasantly surprised when landscapers, power engineers, technologists and representatives of independent expertise presented figures and full calculations with an assessment of future work and justification of their need.
And the head of the district, seeing that the guests were a little shy, admitted that a couple of years ago he himself was against the future construction-perestroika (he, as it turned out, is also a local resident), but he was convinced by the facts and the scarcity of alternative options. Actually, only the project of passing a heating main away from major roads could be a real alternative, but this is financially unrealizable, since the mere removal of communications that interfere with the new route would cost an amount comparable to current costs. Another option, involving the removal of communications closer to Kirov Street, turned out to be completely banned, since it affected the interests of the metro, whose infrastructure is located just in this place.
Let them feed the people with hamburgers, my daughter and I, a fan of happy milk toys that she has to carry from the capital, do not mind. If only the trees did not suffer
As a result, it was decided to publish the projects for the reconstruction of the square in the media; at the same time, I will add, near the State Public Scientific and Technical Library and in a couple of other places in the district, stands with the image of the future square and the proposed work on its improvement have long been placed - anyone can voice their agreement or disagreement with the project, which some do: on July 9, a trial will be held on the claim a resident of the district where he disputes the plans of the district administration.
In general, I have hope that such work with the public will continue at least at the district level, and socially significant events will be announced, including future disputes about the construction of McDonald's - it seemed to me that the district administration itself is not happy about the possible appearance of this fast food, realizing, however, that such construction will attract other investments. Yes, and I, as a resident, have no particular objections - let them feed the people with their hamburgers, my daughter and I, a fan of toys from happy milks, which she has to carry from the capital, do not mind. If only the trees did not suffer.
Galina Prokopievna, by the way, said she didn't mind either.
