My presidential program
On the eve of the presidential election, I consider it useful to present my "presidential" program to society. I do not put forward my candidacy in this election, but I have a program. Just in case.
First of all, I will raise the judiciary from the knees. I will give citizens the opportunity to dispute power in the Supreme and Constitutional Courts, that is, I will find the Council for the state. Today, citizens are powerless. I will assign immediately by strong -willed effort the composition of the supreme and constitutional courts from independently thinking citizens with legal education, authorities in their field (such as Henry Padva, Henry Reznik, Sergey Belyak). I will immediately disperse the most "odious" courts.
In the first all -Russian elections during the year, I will give citizens to elect all judges of the Supreme and Constitutional Courts, as well as judges of all levels and chiefs of police departments. I will implement a broad judicial reform, including making cardinal changes to the Criminal Code of the Russian Federation, too tough at present. I will destroy "recognition" as evidence of guilt. This will save investigators from the temptation to achieve recognition by illegal methods of torture. I will replace imprisonment under some articles (in particular, 158 and 228 (part 1)) for fines. The terms of punishment will be reduced. I will destroy the so -called "plug" of punishment. I will establish clear terms of punishment as a question and parts of the articles instead of the “fork”, which allows you to judge by the mood and opens the scope for corruption. I will immediately free all the political prisoners and spend a wide amnesty for non -political ones.
Immediately by decree, I will prohibit the FSB and the Ministry of Internal Affairs lead a political investigation . Subsequent measures will not be aimed at the reorganization of the FSB and the Ministry of Internal Affairs, but at the creation of new departments led by civilians. The functions of the "power" departments will be cut, and their activities will be controlled by the national parliament of Russia.
I will hold free elections to the national parliament of the country in which all real political organizations will participate. To do this, I will cancel the registration of political parties, disband the existing central election commission and make a new composition of the CEC as follows: human rights activists and independent lawyers.
I abolish the Federation Council . Instead, the Chamber of People's Representatives will be established, ten people from the region, not elected, but selectively selected by the population of the region. Officials will not be allowed there: the chamber will defend the interests of the regions.
I will conduct folk referendums on the most important issues of Russia's life.
I will completely free the media . I will save them from state control and black lists. On television, preference will be given to the direct broadcast, political debates will be obligatory all year round.
I will transfer the capital of Russia to its real geographical core, most likely to Omsk. This transfer stimulates the development of Southern Siberia and Primorye to create a barrier of Chinese expansion. The transfer will fasten European Russia and Siberia. (Meanwhile, I will begin to seek the peaceful return of Russian cities inherited by Kazakhstan: Uralsk, Petropavlovsk and others.) I will actively use the deadlines that have served or approaching the end of the prisoners to create settlements along the border with China. The transfer of the capital will initiate construction and creation in the country, will give the people a goal and work. I will hold the Winter Olympic Games in the mountains of Siberia, say, in Khakassia.
In the field of foreign policy, I will primarily protect the interests of Russian -speaking diasporas in the former republics of the USSR. I will accept Abkhazia, Ossetia and Transnistria to the Russian Federation.
I encourage the creation of civil self -government of all levels. Let them be called "tips" if citizens want. Tips will control mayors and governors. I will restore the obligatory elections of governors and heads of cities. I will unite, apparently, these elections with the elections of local judges and local police chiefs and with elections to city councils.
I will immediately cancel the draft in the army . I’ll begin to create a professional army from volunteers with quick steps. I will restore the institute of elders in the army and its authority. On the site of millions of crowds of poorly armed recruits, the creation of compact quick response divisions.
I will increase the well -being of citizens with the following measures:
I will introduce a moratorium on raising prices for main food for a period of 5 years with subsequent extension, if necessary.
I will set the state control of the apartment fee, apartment prices and expenses for housing and communal services. I will put things in order in the field of housing construction. Superprovns of construction companies will be cut into favor of citizens.
I will introduce a progressive income income tax so that super -rich immediately pay many times more taxes. The cancellation of the income tax for people with low income and young families.
I will achieve the implementation of the 1995 law on the return of deposits of citizens stolen in 1992.
Limit large capital. I will introduce a luxury tax.
I will arrange a network of cheap canteens in the cities of Russia due to large energy companies.
I will revise and redistribute the empty housing fund of the Russian Federation. Squatting young families primarily in empty apartments, sophisticated by wealthy citizens for speculative purposes, and in non -residential premises too. I will prohibit the use of living space in order to invest in profit.
I will raise the birth rate in the country by the following measures:
I will lower the age of maturity (including the age of suffrage and marriage) to 16 years. Young people give birth more willing.
I guarantee employment to all university graduates. I just oblige entrepreneurs to hire graduates. I will install quotas.
Create a birth rate propaganda system in order to inspire citizens that abortion is a crime.
I will make the birth and upbringing of a child with a profession. We introduce the practice of professional motherhood for salaries to the life of Russian society, it will be paid by the state. Let it be inaudible now. But everyone will get used to it. If it is convenient, it will become commonplace.
I will immediately give the citizenship of the Russian Federation to people whose parents were born in the USSR - provided that they will settle in Russia.
Such is in general terms my "presidential" program. Summarizing my program, I want to add the following: our citizens often say that they want "order in the country." It must be understood that they wish not to strengthen the police, but they wish the triumph of justice in Russia. I will restore justice. There is only one way to do this: to significantly cut the profits and privileges of the minority in favor of the majority of the population. If you need, completely nationalize energy companies, for example, if such a program is convincing with digital evidence, I do not tremble nationalizing. I will also begin to do what honest, kind and fair citizens of my country will convincingly advise me, and will not do what the evil will advise.
I would like to be remembered as a good, never raising voice of the head of the country. Our people never had good rulers. They were successful, they were unsuccessful, but there were no kind. I want the era of my reign (if you decide to choose me) to be remembered as a happy and calm era.
I will have, as now, two or three modest costumes, the Volga car, and all this will always be bought on literary income. The day after the election, I will sign a decree that makes the Kremlin a historical museum, and I will stay to live in an apartment where I live now.
As an office, I will use one of the offices of the presidential administration in Old Square. All fourteen presidential residences will be given to the placement of sanatoriums for sick children and children with disabilities. I live and will continue to live not richer than my people.
