The strange period of the change of watching and structures-fluids in the eastern territories uncontrolled by Ukraine seems to end.

At the beginning of the week, Russian President Putin signed a decree implying recognition of certificates for goods and services issued in the so -called DPR and LPR. Goods manufactured in the "republics" will now have to be allowed to state procurement of the Russian Federation along with Russian.

A few months before the publication of this paper, a completely new person appeared in Lugansk and Donetsk, declaring himself as a new investor in local enterprises, and de facto-the owner of the region.

For the first time during the whole time of the hybrid war in the Donbass, this is a person with a Russian passport. However, also with the Ukrainian surname - Yurchenko.

Until recently, such a person was a runaway Ukrainian oligarch Sergei Kurchenko.

Kurchenko exalted during the reign in Ukraine of President Yanukovych, who fled to Moscow.

“His style was very impudent,” recalls a man closely familiar with the manner of his work. - If the rest unfastened Yanukovych 50% of all schemes, then Kurchenko went and offered from the start to give 70% at once. He bought Yanukovych with this. ”

It was Kurchenko who became an push -up tool among the former owners, including Rinat Akhmetov, a number of large enterprises in the territories of the LDNR.

Now, his company “Vneshotorgservis”, which formally owned part of the expropriate business, is supplanted by the new structures, behind which Evgeny Yurchenko stands.

Former Director of Svyazinvest, who temporarily acted as vice-governor of the Voronezh region, earlier this year he headed the process of transfusing assets from Vneshotorgservis companies to his “financial assets”.

In the summer of this year, he had already met with the long -liver local policy - Leonid Pasechnik from the LPR, promising to local enterprises significant financial investments. That is what, apparently, that now is happening in the Ordlo.

The end of the "beautiful era"?

All this can mean the end of the end of the infinite rotation of more and more new people of the “gray zone” who killed each other, replaced by administrative order replaced by more pragmatic and daring players, the period of timelessness, which continued here since the Saturday morning, April 12, 2014, when the detachment of the former officer of the FSB Igor was announced in the city of Slavyansk, Girkina.

The relatively short active phase of the war, which ended less than a year after the capture of Slavyansk, marked a long process of redistribution in the so -called DPR and LPR and adjacent territories.

“The Rostov region was flooded with thousands of refugees. <...> But in order for a whole plant to run across the border, with equipment and workers, a case is unique. We are going to Kamensk-Shakhtinsky, where the Ukrainian enterprise has settled, ” Russian newspaper wrote in February 2015.

“The former Ukrainian plant is successfully embedded in the Russian economy. He has already contributed to the import substitution program: he established the production of products, filters and mining and processing equipment that Russian enterprises previously bought in Germany, ” the publication continues.

This publication mentions the “Lugansk Elektromashino -Building Plant” - one of the enterprises for servicing industry and the railway.

The last time I watched the smuggling in the Ordlo with my own eyes in the spring of 2016.

With a group of Ukrainian security forces, we guarded one of the many trade routes on the borders of the so -called DPR - in the village of Verkhnetoretsky.

From about 8 in the morning, as befits a well -functioning office, brisk trade began on an impromptu wholesale market.

However, it would not be entirely correct to call this place a “market”: the sale and sale operations did not take place here, but we were witnesses only to delivery and transshipment of goods, when five-ton trucks and cars, plying between the DPR and the Big Land under the Ukrainian flag, transported a variety of goods.

“Where did you come from, everything was so good!” - one of the women who oversaw this improvised market exclaimed in the hearts, in response to the questions of a person with an automaton and with the stripes of the Ukrainian security service.

With our appearance, we clearly violated the harmony of this morning.

“There was a dry law in America! People traded! So consider that we are, how it is ... Butleberers! Butlegers we are! " She exclaimed.

That night, the guys with whom I went into the raid received a tip from their informants that it was not merchants from among civilians, but the military themselves will transport a truck with meat - excess foods for the needs of a local military brigade.

This information was not confirmed from the "moles", but another, much more interesting surprise awaited us.

“Buthlegers” carried everything that morning: from sausages hidden under the hood of a small -tonnage truck, to drugs, which in the literal sense of the word were packed from top to bottom two cars.

It was the cargo of the drug "Coderpin" and other codeine -containing tablets, on the basis of which in this part of the world one of the most toxic drugs, known as "Crocodile" is made in a artisanal method. That morning, the cargo was packaged through the boxes of the Ternopil farm company, located half a hundred kilometers from the place of detention of the cargo and, possibly, not even suspected of which goods are distributed in its branded boxes.

However, it was quite problematic to establish the exact place of delivery of the cargo, like the source of origin: all documents and overhead sheets were fake, and tablets could be produced both in the Ukrainian Ternopol or Kharkov, and on the territory of the separatists, in the very Gorlovka where the largest Ukrainian chemical concern Stirol is located.

“You won’t go there,” he told us after we caught and stopped this cargo, one of the fighters of the local Armed Forces of the Armed Forces, refusing to miss the car of the anti -ocher unit investigators.

“You won’t go there,” he repeated. “We will open fire to defeat.”

A few months earlier, another group, whose activity I investigated, namely, the group of Andrei Galushchenko, was stopped in the "gray zone" another adultery caravan.

It was a coal train, this time from the "LPR" to the territory under the Ukrainian flag.

The wagons were indeed filled with this raw material, but another cargo was found in the driver’s cabin: bags with silver, gilding products and precious stones, the cost of which was three times exceeded the cost of coal for the TPP, transported in the railway personnel.

The person who controlled such deliveries from the separatists was the former head of the smuggling department in the Lugansk SBU - Leonid Pasechnik.

A year later, at the end of 2017, Leonid Pasechnik-one of the key watching trading and laundering of money through Ukraine-“LPR”-will become the head of the LPR government, taking the place of Plotnitsky, and the main curator of this process.

This is the same person who poses today for cameras with the new curator of the Great Business of Donbass - Russian citizen Yurchenko.

In DF International - a group that controls the assets of the Ukrainian oligarch Dmitry Firtash, they do not know for sure what is happening at the Styrol enterprise - the largest factory from their holding, which provided the so -called Ordlo.

Styrol is frozen. Any hit of shells will lead to colossal disasters. In order for the plant to start working, it is necessary to audit all workshops, ”says Oleg Bryarkhov, head of the DF International Communications Department. “What happens to the enterprise, we clearly do not know,” he adds.

“Styrol” is one of the most interesting assets that potentially fall under Putin’s new decree.

The giant, which produced fertilizers, is really almost empty in the first years of the war.

According to data from different departments of Ukrainian intelligence and law enforcement agencies from the SBU to the General Prosecutor's Office, part of the plant workshops in 2015-2016. She continued to work bushy, being one of the sources of drug trafficking on the territory of Ukraine.

“On Styrole” parking is half a thousand cars. Now you will see as soon as a dozen, ”a man told me who came to Gorlovka in the years when this territory was under the control of the separatists.

However, on Thursday, according to the director of Styrola, two workshops resumed work.

“For seven years we have been in downtime, conservation. To date, we and the Ministry of Industry and Trade have developed a program for the launch of two workshops. Now they have begun their work, ”said Vasily Agarkov, director of Stirola.

He clarified that the workshop and workshop for the production of polymers' products resumed work, where the equipment was modernized.

According to local sources, in the ORDLO in recent months, about one and a dozen more enterprises resumed the work, including the Donetsk Metzavod, Makeevsky Metallurgical and Foundry, Yasinovatsky Koksohim, Krasnodonugol, Alchevskoye Mammobo Rest.

The last Putin Decree, which promises to open Russia markets for the ORDLO products, entered six months after the inflorescences of heavy industry there, which can still be reanimated, began to be injected into the territory not controlled by Ukraine.

A gentle calf

"Do you know how they get married in the DPR?" - I asked me with an ironic tone, a friend who lived in Gorlovka, but received a Pole map and left the city forever.

"How many pensioners are there in your family?" - asks the bride. - "Two!" - For example, the groom answers. That's it, this is an enviable party, ”he smiles. “Here is such a simple arithmetic.”

The main source of income in the average family on the territory of the Ordlo is state pensions that receive the border on both sides.

“My father of friends went to Ukraine to issue a pension. It took shape and died a month later. Imagine, they will receive a pension for a year, and there are 15 pieces (40 thousand rubles)! ” - says Julia Shokina ( surname changed. - A. B. ), a resident of Donetsk.

Minibuses with Ukrainian numbers carry the elderly pursuing for pension, between Ordlo and the "large land".

The civilian remains the most reliable source of income in the economy, almost destroyed by the war.

There are many cars with Georgian numbers on the streets actively used along with license plates of self -proclaimed republics used in Abkhazia and South Ossetia themselves.

The system of relations between the "gray zones" created with the participation of Russian special services in the post -Soviet space implies the synergy of these enclaves.

Vneshotorgservice Sergei Kurchenko was registered in South Ossetia. Unrecognized “DPR”, “LPR”, Abkhazia, South Ossetia and Transnistria are still connected by a chain of schemes and financial relationships that allows them to maintain some elements of legality and create a rudimentary banking system.

One of the signs of such cooperation visible on the surface is these very Georgian numbers on a car that knitted on the broken roads of Gorlovka.

Rotation of the watches

The surname Kurchenko, the predecessor of Yurchenko, according to Ukrainian intelligence officers, can again get into the news headlines.

“Face ( the ironic nickname of the Ephesians in Ukraine. - A. B. ) can try to shed him if Tashkent pits it,” says my interlocutor from the Kiev intelligence services, who had been following economic operations in the “gray zone” for many years.

“Tashkent” is the nickname of a certain Alexander Timofeev, arrested in Moscow and now passing in the fraud case. Timofeev is a former ally of the head of the DPR, the head of Zakharchenko, blown up in August 2018.

In addition to its role, the field commander, Tashkent also acted as the Minister of Revenue and Duties of the DPR and is now one of the key witnesses of financial schemes.

The schemes that connect the gray cardinal of Ukrainian politics Rinat Akhmetov, Kurchenko, Pasechnik and Timofeev, Gordiev, the Knot of Finance of Unrecognized Republics, where the war was weaving with smuggling and murders.
