I do not have hatred for them, I do not demand to immediately shift them or send them, I fully admit that they are not just respectable, but they will also teach me decency and good. But such is human nature: someone else's, unlike, incomprehensible - alarms.
And the conflict of cultures here is not at all required. In Soviet times, we could count the visitors on the fingers, came across a similar problem. It used to be just called differently. There was such a word "limit". Those who were called that were citizens of the same indigenous nationality and the same Orthodox faith, many even more indigenous and Orthodox than those who so derogatoryly called them. In Moscow there is a strogino area. Once there were limits. And the word “Strogino” was pronounced with unimaginable contempt. Now the Stroginians themselves, who arrived on a quota, say “come here” already about others and they themselves demand a quota for them.
There was another offensive word "trees." So the townspeople, and not only the capital, called all the village, who came to the city for happiness. One nation, one language, one faith, although they did not talk about faith then. But these people were different. Well, to say when representatives of different nations collide.
But what our authorities are beautiful - they invariably give simple answers to complex questions. Those answers that most often want to hear from them. Got the "black"? Forbid them to trade, introduce quotas! As if representatives of the indigenous population are so eager to trade in markets or wave a broom in the yard for three kopecks. It is for them, as I understand it, the “people who came” took these coveted bread places?
Well, okay. It's about something else. A simple answer to a difficult question is given. However, the plan must now be implemented - right? That's about the practical side, I would like to ask a few questions.
Suppose a quota of 17-20% of foreign citizens from the number of Russians per unit territory we will calculate the safe, for example, this figure is not taken from the ceiling, but became the result of painstaking research. But how will this percentage calculate this percentage in each case? Example. According to various estimates, from 10 to 17 million people live in Moscow. Do you understand? From 10 to 17! Seven million go into a statistical error!
Independent organizations argue that about 300 thousand Azerbaijanis, 100 thousand Vietnamese, several tens of thousands of Chinese, and further along the atlas of peoples and nationalities are unaccounted for in the capital. I'm not talking about whether it is good or bad. I am about the fact that these people are not taken into account anywhere, because it is impossible to take them into account! And interest with quotas is also impossible to calculate.
How will current control be carried out? A man walks along the street - and let him grab him, check, “quoted” is he or super -liter? How can you check? Will he have a stamp in the documents?
I will tell you how it will end. Yes, you yourself know very well. This will end with the conveyor of bribes. Quotes will be bought, and an order of magnitude more expensive and more willing than now they buy passports and registration. And whoever does not want to pay the police will continue to live illegally. And in Moscow, it will still be 10 or 17 million inhabitants.
Well, let's say, as a native of a resident, I welcome quotas for foreigners, but it turns out for me a quota. 17-20% for foreigners is, according to the laws of mathematics, 80-83% for Russians! In fact, not even a registration is restored, but a serf settlement! Do I have the right to move to another city, even being 200 percent indigenous? After all, I will thereby reduce the Russian quota! That is, in my place should, so as not to violate the balance, settle another Russian - right? Or as soon as I leave, the authorities will have to immediately send one of the visitors?
And the last, but most importantly. They say that quotas and limits will allow us to avoid such tragedies as in Kondopoga. God forbid. But only in Kondopoga, at the hell on the straps, Russians with foreigners fought? Yes, not a fig! There, some Russian citizens blown out other Russian citizens! And vice versa!
Irritation is caused by persons, not documents! Simply put, they beat in the face, and not according to the passport. And this tension will not go anywhere with the introduction of such restrictions. Of course, illegal immigration is bad. And the dominance of foreigners is a dangerous thing. But neither to control, nor reasonably organizing this process is simply not able to, because he does not know how! The inconsistencies will continue, and then life itself will begin to push the bosses to the next, logically arising decision - to introduce quotas not by citizenship, but by a national basis. If you were a Russian one at least in a hundred, but if you are an Armenian, Georgian, or I don’t know who, if you please, if you please fit into the established quota. Well, there’s not far from the color of the hair, the shape of the nose, the accent, the density of the bristles, the tide of the skin. Then, probably, everyone will be terribly satisfied.
