In the last decade, there have been a lot of things to read and hear about the insidious intentions of enemies. Perhaps the Cossacks surpassed everyone. More than once - usually after the second glass - they revealed to me the “secret plan of world Zionism” in the North Caucasus: with the hands of Armenians to build an Islamic state from the Black to the Caspian Sea. The storytellers, it seems, themselves believed in this nonsense.

What am I talking about? ..

On February 16, the expanded collegium of the Ministry of the Interior was held in Moscow, in which the command staff of almost all departments of the Ministry of Internal Affairs itself took part, as well as the heads of the FSB, the Prosecutor General, the Ministry of Justice and the Council of Ministers. After the speeches of the Government Prime Minister Mikhail Fradkov and Minister Rashid Nurgaliev, the collegium went into a closed mode of work. But these two, it seems, managed to say enough.

The prime minister spoke a lot and correctly. Only seven thousand cases about bribes: "This not only does not reflect the real scale of corruption, but also does not correspond to the possibilities of the internal affairs bodies." The possibilities of what - struggle or corruption? Sounds ambiguous. But then everything is unambiguous: Fradkov called for fighting "bribes and unscrupulous employees who turned the service into a kind of business, and very profitable." The internal affairs bodies, according to him, must stop "getting into conflicts and disputes of business entities." The problem of corruption in the Ministry of Internal Affairs alone cannot be solved by repression: on the one hand, it is necessary, on the one hand, to develop a system of material motivation for employees, and on the other hand, the police themselves "form a serious attitude to official duty."

The Minister of Internal Affairs seemed to have agreed with the prime minister, noting that the Ministry of Internal Affairs is now being rebuilt. But the content of his speech makes us think about the essence and direction of this very restructuring. Nurgaliev’s words: “The criminalization of the process of corporatization of economic structures remains high, many unique industrial enterprises and other production facilities continues to go into the property of new owners at insignificant prices” - this is about, is it really about Yuganskneftegaz? It is unlikely ... But let experts write about the fight against economic crimes, something else is closer to me - now fashionable types of struggle "with illegal migration" and "with terrorism."

According to the minister, it is necessary to create a service of migration inspections, since "in recent years, tension in the migration sphere has been growing, the illegal export of funds has been organized, a system of deduction and taxes has been created."

Since the migration service was transferred to the Ministry of Internal Affairs in 2002, the question of what is more important - freedom of movement or monitoring it - is decided in favor of control. The obvious "corruption capacity" of such control makes it another "kind of business, and very profitable." However, the minister again insists on strengthening this control - why? According to him, over the past 10 years in Russia, the number of crimes committed by foreign citizens has increased four times. I am afraid, however, that the matter here is not only and not so much among migrants or in their criminal inclinations, but in the very “strengthening of the struggle” - when a crime is considered to be a stay without registration.

In fact, labor migration is a factor for modern Russia is the most important: without it, the population is rapidly reduced and “ages”, there are critically lacking workers in various fields. And in general, without freedom of movement, the modern economy does not work.

There is, however, another strong argument. The Ministry of Internal Affairs is now entrusted with the leadership of the counter -terrorist operation, and Nurgaliev talked a lot about this work. According to him, after the Beslan tragedy in the North Caucasus region, the activities of all types of intelligence were centralized, a unified database and a unified control point of the combined grouping of troops were created, forces were deployed on the administrative border of Chechnya, and in the adjacent regions, large-scale special measures were held, which "was the detention of two groups of adherents of Wahhabism, nine unlawful participants of the unlawful Armed formations, 72 criminals on the wanted list. " This is undoubtedly a necessary and very important work - everything is seriously: terror in Russia is connected with the Chechen war.

But the ideological justification given by the Minister is no less important, but here - the opposite. According to Nurgaliev, the main impact on the criminal situation in Russia is exerted by aggression of the forces of international terrorism, the ideologists of which have made a bet on the active use of nationalist and religious contradictions for the rejection of Russia of certain regions.

Something new is said about the adversary itself: "Today their main task is to activate anti -constitutional processes in our country, change the position of Russia in the interests of Western countries, complicate the integration of the CIS." And the main bet is on the North Caucasus region, the situation in which "is used for pressure on our country using" double standards "and unleashing" acute crisis situations ".

I wonder how? Probably, Shamil Basayev through the Osama Ben Laden receives instructions ... Where - from Washington or Indus from Strasbourg?

Instead of the analysis of our Russian and their emedish internal difficulties and contradictions to blame everything on the enemy of the external - boring, gentlemen ...

I wonder how deeply the version voiced by Rashid Nurgaliev penetrated the consciousness of the subordinates? I also remember Karl Marx, wrote about "labels that deceive not only the buyer, but also the seller." If myths created by special propagandists seems to be for the use of external, to divert the respectable public, become "working hypotheses" - this is not only dangerous for others, but also harmful to work.

Undoubtedly, today the Ministry of Internal Affairs faces difficult problems. However, it should be remembered: each such complex task has a simple, accessible solution to everyone ... and it is wrong.
